The Asian Development Bank (ADB) launched its new Country Partnership Strategy (CPS) for Azerbaijan for 2025–2029 on July 29, focusing on value creation, integration, and resilience to support the nation's development. Sunniya Durrani-Jamal, ADB Country Director for Azerbaijan, said, "Our focus is on building a robust economy, fostering private sector-led growth, strengthening the financial sector and contributing to regional cooperation". She noted that the ADB aims to support Azerbaijan’s national priorities and contribute to a prosperous future through strategic investments.

The CPS is built on two main pillars: enabling a green, diversified economy and fostering low-carbon connectivity with inclusive development. Aligned with Azerbaijan's national strategies, it aims to address key challenges while pursuing sustainable growth. Strategic priorities include building a competitive economy through innovation, high-value products, and a skilled labor force. The plan also seeks to deliver outcomes beyond GDP growth by focusing on human well-being, environmental sustainability, and global public goods. The five-year strategy incorporates initiatives for climate action, disaster risk management, gender equality, and digital transformation.
