Armen Grigoryan, the Secretary of the Security Council of Armenia, thinks Azerbaijan's request to divert traffic from the Lachin corridor is unlawful. He made this remark in response to a report that Azerbaijan had requested that communication between Nagorno-Karabakh and Armenia be organized via an alternative channel under the direction of Russian forces.

Grigoryan cited the sixth sentence of the trilateral declaration from November 9, 2020, which the three nations' leaders signed. He added: "As said there, according to a deal reached between the parties, a new road via the Lachin corridor would be built over the next three years, connecting Nagorno-Karabakh to Armenia. The Russian peacekeeping force will then be redeployed to protect this route. Along the Lachin corridor, Azerbaijan ensures the security of all pedestrians, cars, and goods in both directions." According to him, negotiations were held during the signing of this document, but there is no agreed plan yet. "Armenia has not agreed to any plan, so Azerbaijan's demand is illegitimate," he said. 

Despite Grigoryan's remarks, according to the Ministry of Territorial Administration and Infrastructure, Armenia will start building its portion of a road from the Lachin corridor that links Armenia and Nagorno-Karabakh in August. The ministry stated in a brief statement that in response to media inquiries, that work on the repair of the Tegh-Kornidzor road would commence in August.

According to the terms of the trilateral statement, a new road should be constructed to avoid the towns of Lachin and Zabukh/Aghavno, which are located along the present route and connect Armenia and Nagorno-Karabakh. Azerbaijan is intended to take control of those regions once the alternative road is finished, and Russian peacekeepers are supposed to move to the new road.

The proposed road will begin at the border village of Kornidzor in Armenia and then pass via the communities of Kichik Galadarasi/Hin Shen and Boyuk Galadarasi/Mets Shen before entering Nagorno-Karabakh. The previous road heading to Khankendi/Stepanakert will then be connected to it. The new road that the Armenian government will construct will connect the bordering villages of Tegh and Kornidzor and will go wholly across Armenia. Currently, Tegh marks the start of the Lachin corridor before continuing into Nagorno-Karabakh.
