As a result of the new agreement, Armenia’s constitutional referendum is now scheduled for 2027.

“This allows us to work on this complex document thoroughly, ensuring detailed public discussions and collaboration with all relevant specialists, rather than rushing the process,” said Minister of Justice Grigor Minasyan during a briefing with journalists on August 29.

The minister added that during the commission’s working meetings, there was no discussion about amending the first three articles of Armenia’s current constitution, nor was there any consideration of removing the reference to the Declaration of Independence.

Minasyan also noted that the last session of the constitutional reform council took place about 20 days ago, with the next session planned for September 5.

This decision comes amid Azerbaijan’s ongoing demands for changes to the Armenian constitution. In response, Armenia’s Prime Minister Nikol Pashinyan had previously instructed the drafting of a new Constitution, with a target approval date set for December 30, 2026.

Before this, the constitutional reform council, established in 2022, had been working on a draft of constitutional amendments, with the initial concept sent to the government in January 2023.
