
Armenian Deputy Foreign Minister Discusses Peace Talks, Regional Diplomacy, and International Cooperation

On February 25, Armenian Deputy Foreign Minister Paruyr Hovhannisyan announced that Armenia had submitted the latest version of its proposed peace agreement to Azerbaijan, with only two chapters remaining unresolved. His remarks came during the 4th session of the Armenia-EU Parliamentary Partnership Committee in Yerevan.
Hovhannisyan noted that Armenia had already outlined its position on the outstanding chapters but had yet to receive a response from Azerbaijan. Regarding Armenia’s Peace Crossroads initiative, he stressed the need for Azerbaijan to clarify its stance on the matter. He also highlighted the significance of the first border delimitation agreement, signed and ratified last year, as a sensitive yet crucial step in negotiations with Azerbaijan. Despite ongoing "dangerous rhetoric from Baku," he expressed hope for positive progress.
The deputy minister condemned the continued detention of Armenian prisoners in Azerbaijan, calling it a "disgrace for Baku." He urged international partners to support Armenia's peace efforts and expressed gratitude to the European Union. However, he admitted that the EU mediation format had not been effective so far. Hovhannisyan also mentioned discussions about involving the new President of the European Council and expressed hope for their visit to Armenia and Azerbaijan to help advance the peace process.
Addressing relations with Turkey, Hovhannisyan stated that while political dialogue was ongoing at the level of Foreign Ministers, the President, and the Prime Minister, many agreements remained unimplemented. He pointed to the lack of concrete progress in border-crossing arrangements for diplomatic personnel and third-country citizens.
The deputy foreign minister emphasized Armenia's strategy to diversify its foreign policy and establish new international partnerships. He cited the opening of new embassies, including in Latin America, and the recent establishment of a Canadian embassy in 2023. He also highlighted Armenia’s efforts to strengthen ties with Washington through multiple reciprocal visits. Hovhannisyan underscored that these diplomatic initiatives were crucial for establishing long-term peace in the region and expressed confidence that they would continue.
