Azerbaijan and Kyrgyzstan Ink New Pacts, Bolstering Bilateral Ties

On April 24, Sadyr Zhaparov, the President of the Kyrgyz Republic, was officially welcomed during a state visit to the Republic of Azerbaijan, where he met with Ilham Aliyev, the President of the Republic of Azerbaijan. The leaders participated in a limited meeting followed by the 2nd meeting of the Interstate Council of Azerbaijan and Kyrgyzstan.

Bilateral documents signed

A series of important documents were signed in the presence of Presidents Aliyev and Zhaparov, including the "Decision of the 2nd meeting of the Interstate Council of the Republic of Azerbaijan and the Kyrgyz Republic" and a "Joint Declaration" by both presidents.

Minister of Health of the Republic of Azerbaijan Teymur Musayev and Minister of Health of the Kyrgyz Republic Alymkadyr Beyshenaliyev signed the “Memorandum of Understanding on Cooperation in the Field of Health and Medical Science between the Ministry of Health of the Republic of Azerbaijan and the Ministry of Health of the Kyrgyz Republic.

Minister of Energy of the Republic of Azerbaijan Parviz Shahbazov and Minister of Energy of the Kyrgyz Republic Taalaibek Ibraev signed the "Memorandum of Understanding on Cooperation in the field of Energy between the Ministry of Energy of the Republic of Azerbaijan and the Ministry of Energy of the Kyrgyz Republic."

Deputy Prime Minister of the Republic of Azerbaijan Ali Ahmadov and Minister of Economy and Commerce of the Kyrgyz Republic Daniyar Amangeldiev signed the "Cooperation Program between the Cabinet of Ministers of the Republic of Azerbaijan and the Cabinet of Ministers of the Kyrgyz Republic for 2024-2029".

Minister of Digital Development and Transport of the Republic of Azerbaijan Rashad Nabiyev and Minister of Digital Development of the Kyrgyz Republic Nuriya Kutnaeva signed the "Memorandum of Understanding on the improvement of public service centers in the Kyrgyz Republic between the State Agency for Public Service and Social Innovation under the President of the Republic of Azerbaijan and the Ministry of Digital Development of the Kyrgyz Republic."

Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Minister of Foreign Affairs of the Kyrgyz Republic Zheenbek Kulubaev signed the "Protocol on cooperation in the field of exchange of statistical data in mutual trade between the State Customs Committee of the Republic of Azerbaijan and the State Customs Service under the Ministry of Finance of the Kyrgyz Republic and the “Agreement on cooperation and mutual assistance for improving customs administration between the State Customs Committee of the Republic of Azerbaijan and the State Customs Service under the Ministry of Finance of the Kyrgyz Republic”.

Minister of Justice of the Republic of Azerbaijan Farid Ahmadov and Minister of Justice of the Kyrgyz Republic Ayaz Baetov signed the "Agreement on mutual interaction in the legal field."

Minister of Science and Education of the Republic of Azerbaijan Emin Emrullayev and Minister of Education and Science of the Kyrgyz Republic Dogdurkul Kendirbaeva signed the "Agreement on cooperation in the field of Education and science between the Government of the Republic of Azerbaijan and the Cabinet of Ministers of the Kyrgyz Republic".

The Chief of the State Migration Service of the Republic of Azerbaijan, Vusal Huseynov, and the Minister of Labor, Social Security, and Migration, Gulnara Baatyrova, signed the "Agreement on cooperation in the field of migration between the Government of the Republic of Azerbaijan and the Cabinet of Ministers of the Kyrgyz Republic."

Minister of Economy of the Republic of Azerbaijan Mikayil Jabbarov and Minister of Economy and Commerce of the Kyrgyz Republic Daniyar Amangeldiev signed the “Supplementary Agreement on Amendments to the Agreement on the Establishment of the Azerbaijan-Kyrgyz Development Fund between the Government of the Republic of Azerbaijan and the Cabinet of Ministers of the Kyrgyz Republic" and the "Agreement for avoidance of double taxation and prevention of fiscal evasion in respect to income taxes between the Republic of Azerbaijan and the Kyrgyz Republic."

On April 24, Ilham Aliyev, alongside Sadyr Zhaparov, conducted press statements after their meetings.

President Ilham Aliyev of Azerbaijan addressed the media first. He detailed the successful outcomes of their discussions, including the second meeting of the Interstate Council and the signing of crucial documents that will significantly impact future bilateral relations. He highlighted the importance of the Joint Declaration signed with President Zhaparov and commended the continued tradition of reciprocal visits, which enhance cooperation and resolve key bilateral and multilateral issues. 

President Aliyev also outlined several significant collaborative projects and initiatives, such as the substantial increase to the Azerbaijani-Kyrgyz Development Fund and the construction of a five-star hotel by the Azerbaijani side on Lake Issyk-Kul. He thanked President Zhaparov for Kyrgyzstan's support in rebuilding efforts in Azerbaijan's liberated territories, specifically mentioning the construction of a secondary school in the Aghdam district funded by Kyrgyzstan. The presidents planned to jointly lay the foundation for this school. Discussions also covered potential cooperation in the energy and transport sectors, aiming to optimize digitalization and tariff policies to enhance route attractiveness through the Caspian Sea and Central Asia to Europe. The cultural ties were also acknowledged, with the ongoing Days of Culture of Kyrgyzstan in Azerbaijan and the upcoming inauguration of a monument to Chingiz Aitmatov in Baku.

Following President Aliyev's remarks, President Sadyr Zhaparov of Kyrgyzstan took the podium. He pointed to the extensive bilateral discussions that have led to several agreements to deepen cooperation across various fields. He highlighted the strategic partnership formalized through a joint declaration and the planned economic ventures, including the development fund and hospitality projects, which signify both countries' commitment to peace and cooperation. He commended the cultural exchanges and particularly noted the homage to Chingiz Aitmatov with a monument in Baku.

President Zhaparov celebrated the agreements reached, underscoring the strong, friendly ties and mutual respect between the two nations, poised to bring prosperity and closer cooperation in numerous domains.
