Azerbaijan and Armenia have agreed that the delimitation of their state border will resume from the northernmost section, beginning at the point where the borders of Azerbaijan, Armenia and Georgia intersect, Azerbaijani Foreign Minister Jeyhun Bayramov stated on September 9.

Speaking to journalists in Baku, Bayramov noted that the two countries had established a clear understanding on the direction of the process. Work will start in the northern section, which he described as the more difficult part of the border, and then continue southward.

The process is being handled by the two countries’ state commissions, headed by Azerbaijani Deputy Prime Minister Shahin Mustafayev and Armenian Deputy Prime Minister Mher Grigoryan. Bayramov pointed out that the commissions have met numerous times and have already approved documents governing their activities in both countries. He did not provide a timetable for the start of field work or details on particular settlements that may be addressed first. According to Bayramov, outstanding questions would be handled through the delimitation commissions as the process progresses, indicating that specific territorial arrangements would be addressed at the relevant stage.

Bayramov also reiterated Baku’s position on Armenia’s constitution in relation to the peace process. He said Azerbaijan continues to believe that Armenia must adopt constitutional changes before a final peace agreement can be concluded.

According to the Azerbaijani minister, the joint declaration signed by the Armenian and Azerbaijani leaders in Washington also refers to the adoption of a new Armenian constitution as part of completing the normalization process. He maintained that the timing of constitutional changes is an internal matter for Armenia, while Azerbaijan is following developments and maintaining its established position.

Bayramov emphasized there had been important developments in relations between the two countries, citing contacts between government officials as well as meetings involving representatives of civil society. Armenia and Azerbaijan have been working to translate their diplomatic progress into practical arrangements following the August 2025 Washington declaration and the initialling of the peace agreement.

Bayramov also addressed the proposed Trump Route for International Peace and Prosperity, or TRIPP, which is intended to establish a transport connection through Armenia between Azerbaijan and its Nakhchivan exclave. He remarked that negotiations on the project are currently being conducted primarily between Armenia and the United States, while Azerbaijan is receiving regular information from its American partners.

The Azerbaijani foreign minister further highlighted that the project cannot be implemented without Azerbaijan’s participation and noted that the beginning of physical construction has been shifted to 2027. Bayramov argued that implementing the route sooner would benefit Azerbaijan, Armenia and other countries in the region.

In addition, an agreement has been reached on an upcoming meeting between the Armenian and Azerbaijani foreign ministers, according to Armenian Foreign Ministry spokesperson Ani Badalyan, without providing details on when Ararat Mirzoyan and Jeyhun Bayramov may meet. Earlier, Bayramov said he did not rule out a meeting with his Armenian counterpart in the near future and noted that border delimitation would be among the issues addressed.
