Azerbaijan Detains Afghan Citizen Planning to Commit Terrorist Attack

On 10 July, the Azerbaijani State Security Service (SSS) reported the detention of a foreign citizen who was planning to commit a terrorist act on the territory of Azerbaijan.

"During the investigation it was revealed that Fawzan Mosa Khan, a citizen of the Islamic Republic of Afghanistan, born in 1990, in collaboration with other persons was planning to commit terrorist acts accompanied by an explosion, fire or other similar events resulting in the death of people, injuries to health, damage to property and other socially dangerous incidents in order to create panic among the population, influence the decision-making of state authorities and international organisations," the report said.

"It was established that the foreign national came to the Republic of Azerbaijan from abroad to commit the above-mentioned criminal acts and to identify the embassy of a third country and plan a terrorist act, conducted surveillance of the embassy building, attempted to identify and register persons to participate in the terrorist act, obtained firearms and explosives, and conspired with other persons to receive financial support for this activity," it said.

"In connection with this fact, Fawzan Mosa Khan was detained during the committing of a crime and charged with criminal responsibility under Articles 28, 214.2.1 and 28, 214.2.3 of the Criminal Code of the Republic of Azerbaijan within the criminal case initiated by the Main Investigation Department of the SSS, and by the decision of the court a preventive measure of detention was adopted for him," the release added.
"At present, the SSS is carrying out complex investigative-operational and international legal procedural measures in order to fully determine the circle of persons who planned the terrorist act," the service stressed.

It should be noted that the Israeli media outlet i24news suggested that the suspect was planning a terrorist attack against the Israeli embassy in Baku.
