On July 15, the Azerbaijani Ministry of Foreign Affairs urged citizens to avoid traveling to regions affected by ongoing military operations or areas with unstable security conditions, citing continued risks to Azerbaijani nationals in conflict zones. The ministry stated that despite previous warnings, cases continue to be recorded involving citizens travelling to armed conflict areas and high-risk regions, with some resulting in deaths or injuries of varying severity.

The Foreign Ministry particularly highlighted the situation in the Black Sea basin, where ongoing military activities, threats to civilian shipping, and the use of unmanned aerial vehicles, missiles, and other weapons have created serious security concerns. It emphasized that the scale and intensity of the operations have significantly increased risks for civilian vessels and their crews. The ministry called on Azerbaijani citizens to refrain from traveling to conflict zones, seeking employment in such areas, or working on transport routes affected by military activity, including maritime vessels. It also advised citizens to follow official travel recommendations and contact Azerbaijani diplomatic missions and consular offices when necessary.
