Azerbaijan's Senior Leadership Visits Tajikistan, Sign 12 Agreements
On April 5, the President of Azerbaijan, Ilham Aliyev, arrived in Tajikistan for a state visit, the Press Office of the Azerbaijani President reported. Prime Minister of Tajikistan Kokhir Rasulzoda and other officials welcomed Ilham Aliyev.
Ilham Aliyev held a one-on-one meeting with Emomali Rahmon, the President of Tajikistan, in Dushanbe. Also, after a one-on-one meeting, Aliyev held an expanded meeting with Rahmon.

Following the expanded meeting of Ilham Aliyev and Emomali Rahmon, a ceremony of signing documents was held.
- Minister of Economy of Azerbaijan Mikayil Jabbarov and Minister of Foreign Affairs of Tajikistan Sirojiddin Muhriddin signed an "Agreement between the Government of Azerbaijan and the Government of Tajikistan on cooperation in the field of land utilization, land relations, cadastre, geodesy, cartography, remote sensing, and geographic information system."
- Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov and Minister of Internal Affairs of Tajikistan Rakhimzoda Ramazon signed an "Agreement on cooperation between the Ministry of Internal Affairs of Azerbaijan and the Ministry of Internal Affairs of Tajikistan."
- Ambassador of Azerbaijan to of Tajikistan Alimirzamin Asgarov and head of the Customs Service under the Government of Tajikistan Karimzoda Khurshed signed a "Protocol between the State Customs Committee of Azerbaijan and the Customs Service under the Government of Tajikistan on arranging the exchange of preliminary information on goods and vehicles transported between of Azerbaijan and of Tajikistan."
- Minister of Economy of Azerbaijan Mikayil Jabbarov and Chairman of the National Bank of Tajikistan Kholiqzoda Hokim signed a "Memorandum of Understanding between the Financial Monitoring Service of Azerbaijan and the Financial Monitoring Department under the National Bank of Tajikistan on cooperation in the exchange of financial intelligence information in the field of money laundering, related predicate crimes, and terrorism financing."
- Minister of Economy of Azerbaijan Mikayil Jabbarov and Minister of Economic Development and Trade of Tajikistan Zavqizoda Zavqi signed an "Action Plan for economic cooperation between the Government of Azerbaijan and the Government of Tajikistan until 2025".
- Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov and Minister of Agriculture of Tajikistan Hakimzoda Qurbon signed a "Roadmap on strengthening cooperation in the field of agriculture between the Ministry of Agriculture of Azerbaijan and Ministry of Agriculture of Tajikistan for 2023-2024".
- Minister of Foreign Affairs of Azerbaijan Jeyhun Bayramov and Minister of Foreign Affairs of Tajikistan Sirojiddin Muhriddin signed a "Program of cooperation between the Ministry of Foreign Affairs of Azerbaijan and Ministry of Foreign Affairs of Tajikistan for 2023-2024".
- First Deputy Minister, acting Minister of Culture of Azerbaijan Adil Karimli and Minister of Culture of Tajikistan Davlatzoda Zulfiya signed a "Memorandum on cultural cooperation between the Ministry of Culture of Azerbaijan and Ministry of Culture of Tajikistan for 2023-2024".
- Minister of Economy of Azerbaijan Mikayil Jabbarov and Chairman of the State Committee on Investment and State Property Management of Tajikistan Qodirzoda Sadi signed a "Draft agreement in the field of investments, start-up promotion, and entrepreneurship between the Ministry of Economy of Azerbaijan and the State Committee on Investment and Property Management of Tajikistan."
- Ambassador of Azerbaijan to of Tajikistan Alimirzamin Asgarov and Chairman of the Committee of Tourism Development under the Government of Tajikistan Muminzod Kamoliddin signed a "Memorandum on cooperation in the field of tourism between the State Tourism Agency of Azerbaijan and the Committee of Tourism Development under the Government of Tajikistan."
- Chairman of the Central Bank of Azerbaijan Taleh Kazimov and Chairman of the National Bank of Tajikistan Kholiqzoda Hokim signed a "Memorandum of Understanding between the Central Bank of Azerbaijan and the National Bank of Tajikistan."
- Minister of Economy of Azerbaijan Mikayil Jabbarov and Chairman of the State Committee on Investment and State Property Management of Tajikistan Qodirzoda Sadi signed a "Memorandum of Understanding between the Export and Investment Promotion Agency of Azerbaijan and State Unitary Enterprise "Tajinvest" under the State Committee on Investment and State Property Management of Tajikistan."
- Representative of the President of Azerbaijan in Shusha district, Aydin Karimov, and Chairman of the city of Isfara of Tajikistan, Bahovaddin Bahodurzoda, signed a "Protocol on the establishment of twinning relations between the city of Shusha of Azerbaijan and the city of Isfara of Tajikistan."
- Chairman of the Board of the Small and Medium Business Development Agency of Azerbaijan Orkhan Mammadov and Chairman of the Chamber of Commerce and Industry of Tajikistan Jamshed Jumakhonzoda signed a “Memorandum of Understanding between the Small and Medium Business Development Agency of Azerbaijan and the Chamber of Commerce and Industry of Tajikistan.”

After the signing ceremony, Ilham Aliyev and Emomali Rahmon made press statements.
President Emomali Rahmon said, "We discussed our trade and economic cooperation in detail. We agreed that the trade volume between our countries does not meet the parties' potential. In this regard, we agreed to take urgent action to increase it. As part of the talks, we separately focused on cooperation in investment, industrial interaction, agriculture, transport, and the fuel and energy complex. In industrial cooperation, we have identified ample opportunities for implementing joint projects in the light, chemical, and mining industries to produce building materials, process aluminum, cotton fiber, precious and semi-precious stones, and metals. In the energy sector, we confirmed the interest in the participation of Azerbaijani companies in developing oil and gas fields in Tajikistan."
Aliyev stressed: "Emomali Sharifovich has covered all topics of the talks. I think we have held very productive talks. In a tête-à-tête conversation and at the meeting in an expanded format with the participation of delegations, we discussed the specific issue of future cooperation. We clearly know how to move forward in all the areas Emomali Sharifovich mentioned. In the transport and logistical sector, specific instructions have been given on issues related to industrial cooperation and investment projects. We are ready to seriously consider investment projects in Tajikistan because, firstly, Tajikistan is a close country and, secondly, a stable state. Investments go only to countries with stability and a good investment environment. The fact that many foreign companies are actively investing in Tajikistan means that investments, including foreign, are protected by the state."
