Campaign in Krasnodar to return direct elections for the head of the city
In Krasnodar, a campaign has begun to return direct elections for the head of the city. The association "Civil Initiative for Direct Election of the Mayor of Krasnodar" appealed to the deputies of the City Duma with a proposal to amend the charter of the municipality.
Currently, the mayor of Krasnodar is elected by the deputies. The Civil Initiative wants to achieve the return of direct municipal elections under the majoritarian system.
“I believe that the current election procedure has nothing to do with the principles of democracy and should be replaced by a procedure for direct election of the mayor” wrote Deputy of the City Duma of Krasnodar Igor Azarov on Facebook.
The deputy proposed a citywide survey on this matter. By the next meeting, the Communist Party of the Russian Federation will prepare and submit for consideration a draft of such a survey. According to the law, the City Duma cannot directly introduce direct elections, but it has the right to propose to the Legislative Assembly of the region to amend paragraph 2 of Art. 29 of the Law "On Local Self-Government in the Krasnodar Territory."
Earlier, the Krasnodar Regional Court dismissed the Yabloko party (major opposition) candidate for the State Duma in single-mandate constituency No. 46 Akhmed Beslenei in the claim to remove from the elections the candidate for the same constituency from ruling United Russia, the incumbent Krasnodar Mayor Yevgeny Pervyshov.
