Charles Michel Calls on Opening of Aghdam and Lachin Routes

In the statement released on September 13, Charles Michel, the President of the Council of the European Union, said that he continues to closely engage with the reduction of tensions between Azerbaijan and Armenia and the humanitarian situation faced by Karabakh Armenians. 

"In addition to Charles Michel's office, the EU Special Representative for the South Caucasus, Toivo Klaar, is in daily interaction with official Baku, official Yerevan, as well as representatives of Karabakh Armenians, and all these efforts are aimed at reducing tensions and ensuring the access of Karabakh Armenians to humanitarian aid," the report added. The EU noted the delivery of the humanitarian aid sent by Russia via the Aghdam-Asgaran road to Karabakh, they understand all the sensitivities related to this issue, and they expect that this will create an impetus for the restoration of regular humanitarian supplies to the local population.

"The situation on the ground is rapidly deteriorating. It is very important to ensure the delivery of necessary products to Karabakh Armenians. Today, the opening of the Aghdam-Asgaran route is an important step that facilitates the reopening of the Lachin corridor. We call on all interested parties to show responsibility and flexibility to ensure the use of both the Lachin and Aghdam-Asgaran routes," the spokesperson said.

Noting that the difficult situation has been going on for a long time, the EU stressed that it is important to find sustainable and mutually acceptable solutions for providing humanitarian aid before the autumn and winter season. "We reiterate our strong belief that the Lachin Corridor will be unblocked in accordance with past agreements and the order of the International Court of Justice and emphasize our belief that other supply routes will also be beneficial for the well-being of the local population. The EU expects that today's events will be followed up with more concrete steps in the coming days and weeks, as well as that the dialogue between the Armenians of Baku and Karabakh regarding their rights and security and reconciliation efforts with the general Armenia-Azerbaijan peace process will continue," the statement said.

Moreover, Hikmet Hajiyev, the Assistant to the President of Azerbaijan, wrote on his Twitter account, "As agreed during the telephone conversation between the President of Azerbaijan Ilham Aliyev and US Secretary of State Antony Blinken on September 1, to ensure that the Aghdam-Khankendi and Lachin-Khankendi roads are opened for trucks as soon as possible and simultaneously accompanied by the International Committee of the Red Cross we continue our efforts."

"Although 12 days have passed since then, the illegal regime under Armenia does not allow this passage and the opening of the roads. We call on our international partners to redouble their efforts and pressure on Armenia and its illegal regime to put an end to this destructive policy. It is their futile strategy to maintain the gray area status quo and purposefully use humanitarian issues as a weapon," Hajiyev added.
