Dagestan Police Foil Terrorist Attack, Detain Two Suspects in Explosives Plot
On November 27, law enforcement authorities in Dagestan successfully prevented a planned terrorist attack targeting a state institution. Two residents were detained on suspicion of preparing an explosion, according to a statement from the press service of the Investigative Committee of the Republic.
The Investigative Committee reported that the suspects had conspired in 2023–2024 to carry out a terrorist act aimed at disrupting government operations. As part of their preparations, they underwent training to acquire the necessary knowledge and skills to construct explosive devices.
In July 2024, while in the village of Kurush in the Khasavyurtovsky district, the suspects allegedly attempted to illegally manufacture an explosive device by procuring the required components. However, their plans were thwarted when law enforcement officials apprehended them before the attack could be executed.
The Third Department for Investigating Especially Important Cases of the Investigative Committee of Russia for the Republic of Dagestan, in collaboration with the Central Investigation Department of the Ministry of Internal Affairs and the Federal Security Service of Russia, has launched a criminal investigation.
The suspects face multiple charges under the Criminal Code of the Russian Federation, including:
- Article 205.3: Training for the purpose of terrorist activity;
- Part 1 of Article 30 in conjunction with Paragraph "a" of Part 2 of Article 205: Preparation to commit a terrorist act by a group of persons by prior conspiracy;
- Part 1 of Article 30 in conjunction with Part 2 of Article 223.1: Preparation for the illegal manufacture of explosives and explosive devices.
