De-facto Karabakh Official Releases 'Lavrov's Karabakh Proposals'

On August 16, Tigran Petrosyan, the de-facto chairman of the Anti-Crisis Council under the de-facto president of the separatist Nagorno-Karabakh, released a document claiming to be Lavrov's Karabakh proposals.

He said: "Basic principles and parameters for ensuring the security and rights of the Armenian population in the territory of the former Nagorno-Karabakh Autonomous Region of the Azerbaijan SSR in accordance with the legislation of the Azerbaijan Republic and 14 points."

"Equality before the law, equal legal protection; Exclusion of discrimination 

based on ethnicity, language, religion, etc.;

Legislative prohibition of persecution, punishment, and any limitation of rights of the Armenian population under the pretext of participation in local authorities and armed groups, except for persons found guilty by a court of war crimes;

Proportional representation of the Armenian population in the republican, district, and municipal structures of the legislative, judicial, and executive authorities of the Republic of Azerbaijan, including the police and prosecutor's offices;

Their participation in the development and adoption of decisions at the republican, district, and municipal levels regarding the Armenian population;

Using the Armenian language in addition to the Azerbaijani language in public places in public institutions, including in official correspondence and business affairs, including in residential areas with a dense Armenian population, including the placement of road signs, signs, and announcements in the Armenian language;

Ensuring the necessary conditions for the Armenian population to freely practice their religious beliefs and for the functioning of religious institutions and organizations. inviolability of their property;

Preschool, primary, secondary, and education in Armenian in higher state and private education;

Ensuring close cultural, educational, scientific, media, sports, and other humanitarian relations between the Armenian population in the territory of the former Nagorno-Karabakh Oblast based on a separate agreement between the Republic of Armenia and the Republic of Azerbaijan," he listed.

Petrosyan concluded, "I am forced to publish so that the public understands what is happening."
