De-facto Nagorno-Karabakh President Dismisses 9 Ministers
On November 23, Arayik Harutyunyan, the de-facto President of the separatist Nagorno-Karabakh, signed several dismissed nine [de-facto] ministers. According to those decrees, nine out of eleven de-facto ministers were dismissed.
Mikael Hayriyan was dismissed from the post of Minister of Health. The responsibilities of the Minister of Health were temporarily assigned to Deputy Minister Artur Ohanjanyan.
Norayr Musayelyan was released from the post of Minister of Agriculture. The responsibilities of the Minister of Agriculture were temporarily assigned to the First Deputy Minister Tigran Arstamyan.
Anahit Hakobyan was released from the post of Minister of Education, Science, Culture, and Sports. The Minister of Education, Science, Culture, and Sports responsibilities were temporarily assigned to Deputy Minister Hasmik Minasyan.
Armine Petrosyan was released from the post of Minister of Social Development and Migration. The duties of the Minister of Social Development and Migration were temporarily assigned to the First Deputy Minister Vahram Arakelyan.
Hayk Khanumyan was released from the post of Minister of Territorial Administration and Infrastructure. The responsibilities of the Minister of Territorial Administration and Infrastructures were temporarily assigned to the First Deputy Minister Vardan Beglaryan.
Zhirayr Mirzoyan was released from the Minister of Justice post and appointed the acting Minister of Justice of the de/facto Nagorno-Karabakh Republic.
Davit Babayan was released from the position of Minister of Foreign Affairs.
Aram Sargsyan was released from the position of the Minister of Urban Development.
Vahram Baghdasaryan was relieved of the Minister of Finance and Economy position.
Ministers of Defense and Internal Affairs Kamo Vardanyan and Karen Sargsyan remain in their positions.
Ruben Vardanyan: "The crisis requires new approaches to management"
On the same day, Ruben Vardanyan, the de-facto State Minister of the separatist Nagorno-Karabakh, met with the ministers under his coordination.
Vardanyan touched upon the principles of the public administration system, noting that the current crisis and challenges require new management approaches. He said that by agreement with the President of Nagorno-Karabakh, all ministers in the field of coordination of the state minister terminate their powers. Four of them will continue to act as ministers, and five will be dismissed, whose powers will be temporarily performed by deputy ministers.
The State Minister also held a conversation with the acting ministers, urging them to take a responsible approach to their work and fulfill their duties in full.
