Speaking at the Second Azerbaijan National Urban Development Forum in Zangilan on 29 September, Azerbaijani President Ilham Aliyev said Azerbaijan has officially declared that the rights and security of Karabakh's Armenian population will be protected.

"We have already presented to the Armenian community of Karabakh our vision of reintegration, which includes the observance of their religious, educational, cultural, municipal and all other rights, which are reflected in the international conventions signed by Azerbaijan in accordance with its Constitution and international obligations," the head of state said.
"After what happened on September 20, it is time for teams from Azerbaijan and Armenia to sit down and work on a draft peace agreement," President Aliyev added. "I think that after September 20, when Azerbaijan will have restored its sovereignty, it will be easier to find a solution and sign a peace agreement as soon as possible. And after that, or in parallel, we should actively work on border demarcation and put an end to the long confrontation," he stressed.

Aliyev went on to say: "We in Azerbaijan want peace, we want to rebuild the country, we want our former refugees to settle here and live peacefully, we want peace in the Caucasus, and it is achievable. And the choice should be made by Armenia."

"In 2024, it is expected that Azerbaijan will allocate 2.4 billion US dollars for the restoration of the liberated territories," Aliyev said. He stressed that after the end of the Second Karabakh War, 7 billion US dollars were spent on reconstruction works from the Azerbaijani budget. "The minimum budget we plan for next year will be 2.4 billion US dollars," Azerbaijani President added.
