Josep Borrell: "We are Supporting Ukraine, Georgia, and Moldova"

On November 10, at the press conference for the Security and Defense package, Josep Borrell, EU High Representative and Vice President, stated, "We will intensify our efforts to help our partners strengthen their cyber defense capabilities; now, we are assisting Ukraine, Georgia, and Moldova."

While discussing cyber security, Borrell mentioned how cyberspace has evolved into a geostrategic battleground. "The new strategic realm is cyberspace. It is the site of geostrategic conflict and will soon become a battlefield. However, as it has no boundaries, where is cyberspace itself? Everywhere. There aren't any boundaries. As a result, it is difficult to distinguish between the interior and exterior since there is no clear boundary between them," he added.

Josep Borrell emphasized, "However, cyber warfare and cyberattacks have integrated themselves into modern combat. Numerous cyberattacks have been launched by Russia in response to Ukraine's actions against it, as well as against us and our allies. Keep in mind that the bombing of Kyiv was preceded by a significant cyberattack before the conflict began. We are putting out measures to improve our capacity to stop, identify, discourage, and protect ourselves from cyberattacks. We are acting by the same principles and employing the same verbs as in the Strategic Compass on Security and Defense: cooperating to strengthen EU cyber defense, protecting our defense ecosystem, enhancing investment in cyber defense capabilities, and collaborating to address shared challenges. Additionally, we will intensify our efforts to support the expansion of our partners' cyber defense capabilities."

"We support Ukraine, Georgia, and Moldova through the European Peace Facility, and we hope to advance our work with others, particularly in the Western Balkans, where some nations, such as Albania, are subject to cyberattacks," Borrell concluded.
