Moscow Hosts Armenian and Azerbaijani Foreign Ministers to Discuss Peace Process

At a meeting with Russian Foreign Minister Sergey Lavrov in Moscow on May 19, Armenian Foreign Minister Ararat Mirzoyan said that Armenia aims at long-term peace in the region.

"Armenia, as always, participates in the negotiations in a very constructive manner. We are focused on long-term peace in our region. Armenia remains committed to the tripartite statements," he said. Mirzoyan noted with regret that the situation on Earth is somewhat different. "In parallel with the negotiations, we see periodic escalation on the ground from Azerbaijan. We see an invasion of the sovereign territory of Armenia. We see a gross violation of the same statement of November 9. The last such manifestation was in the form of an attempt to establish a checkpoint in the Lachin corridor, although in a statement from November 9, the corridor regime was clearly formulated - the corridor should remain under the control of the Russian Federation. But unfortunately, now it is impossible to state that the Russian Federation controls the Lachin corridor," he said.

Sergey Lavrov called for the conditions for establishing peace in the South Caucasus. "The main topic for today's events is the normalization of ties between Armenia and Azerbaijan, and here, as I said, the role of tripartite statements, agreements, signed by the leaders of the three countries, is very, very significant and should play a decisive role in finding all solutions for all issues and regarding the peace treaty and the unblocking of communications and delimitation with the subsequent demarcation of borders," Lavrov said. He noted that progress in all these areas is a key condition for achieving sustainable peace in the South Caucasus. "Russia plays a historical role in this region and has the most serious interests. I am convinced that our allies understand this. So, in this capacity, we will strive to do everything possible to make the upcoming events useful and achieve concrete results," Lavrov said.

On the same day, a trilateral meeting of the foreign ministers of Azerbaijan, Russia, and Armenia took place in Moscow.

Sergey Lavrov said Russia is fully interested in establishing peace in the South Caucasus. "We last met quite a long time ago; a lot of new topics are ripe, and I hope that today's meeting will be held in a constructive atmosphere and that your direct dialogue will help achieve additional results," he said. Lavrov noted that before the start of bilateral negotiations, he would propose to discuss the whole range of issues of normalizing Armenian-Azerbaijani relations in a trilateral format. "And, as I said, agreeing on further steps, taking into account the opportunities that the Russian Federation has, which we can use to facilitate this," he said.

The head of the Russian Foreign Ministry noted that the tripartite statements contain a roadmap for achieving sustainable solutions. "When we analyze the situation around the South Caucasus, we believe that there is no alternative to the agreements of our leaders, and, in turn, we are fully interested in stability and peace in this region. Russian interests are directly tied here, and we will do our best to achieve that so that the decisions regarding the stabilization of the situation are implemented. I hope that they will be respected by all other countries that are somehow interested in being present in this region," he said.

Lavrov separately mentioned that in parallel with stabilizing the situation in Karabakh and on the border, it is necessary to solve humanitarian problems, unblock economic and transport ties, and agree on the text of a peace treaty.

Moreover, at a trilateral meeting with Lavrov and Bayramov, Ararat Mirzoyan announced progress on several points of the peace treaty with Azerbaijan.

"I would like to note the progress that has already been made on several articles and topics of the proposed peace agreement. I would also like to note the understanding being groped on other topics, such as opening, unblocking communications, and further delimitation processes based on the Almaty Treaty. The parties should work on further specification of the parameters of this process," he said. 

At the same time, Mirzoyan noted the importance of preventing further escalation and refraining from using force. "Armenia remains committed to all the tripartite statements of the leaders. We will work constructively," he added.

The Azerbaijani side has published no official information about the meetings yet.
