No Sanctions Expected: EU Continues Dialogue with Azerbaijan on Karabakh

On September 6, in connection with the deteriorating humanitarian situation in Nagorno-Karabakh, Josep Borrell, the EU High Representative for Foreign Affairs and Security Policy, stated that the European Union is not currently considering freezing the memorandum of understanding on energy issues signed with Azerbaijan in July 2022. 

Borrell called the said bilateral agreement is part of the EU's efforts to diversify energy sources. "Nevertheless, the EU will continue to convey to Baku the need for urgent action on the deteriorating humanitarian situation in Nagorno-Karabakh. If adequate action is not taken, it may, in practice affect Baku's relations with the EU," Borrell warned.

He said he presented the situation in the Lachin corridor at the meeting of the EU Foreign Affairs Council on June 26, noting already the deterioration of the humanitarian situation in Nagorno-Karabakh due to the almost complete blockade of the Lachin corridor. At the same time, he warned the EU foreign ministers about the risks of a humanitarian crisis. He mentioned the European Parliament's call for sanctions against Azerbaijan.

The official said, "The EU has repeatedly called for the full opening of the Lachin corridor and maintains contacts at the highest level to help Armenia-Azerbaijan work out a mutually acceptable normalization of relations."
