PM Pashinyan Evaluates Government's Compliance with ECHR
On May 13, under the leadership of Prime Minister Nikol Pashinyan, the Office of the Representative on International Legal Matters of the Prime Minister's Office convened to discuss its 2023 activity report.
Yeghishe Kirakosyan, the Head of the Office, presented a comprehensive report detailing the comparative analysis of complaints the European Court of Human Rights (ECHR) communicated to the Government of the Republic of Armenia, focusing on the work conducted in response. He also provided insights into the procedures for forming the Armenian government's position regarding communicated complaints and implementing judgments and rulings.
Kirakosyan highlighted the implementation of general and individual measures aimed at fulfilling ECHR judgments and rulings, including cooperation with domestic bodies and reporting to the Committee of Ministers of the Council of Europe. He noted the publication of bulletins on ECHR case law and ongoing research for future manuals dedicated to case reopenings based on ECHR judgments at the domestic level.
The Office's contributions to improving legislation and international cooperation were outlined, including legal positions on draft legal acts, developing legal drafts, and organizing courses in collaboration with international organizations.
Following the presentation, Prime Minister Pashinyan inquired about mechanisms to prevent similar problems in the future based on ECHR rulings. Kirakosyan highlighted the role of the interdepartmental commission in addressing such issues, with Deputy Prime Minister Mher Grigoryan emphasizing the active participation of all relevant bodies.
Pashinyan underscored the importance of ECHR judgments as indicators of progress in reforms and implementation, emphasizing the need for thorough understanding and response to accusations against the government. He emphasized the ECHR's reputation as a resource for government reforms and stressed the central role of the Office in facilitating communication and reform implementation across departments and institutions.
Pashinyan called for intensifying efforts to ensure effective communication and automated coordination between the Office and other government entities, emphasizing the importance of proactive engagement and rapid response to signals from the Office. He stressed the need for continuous improvement and proactive measures to address challenges identified through ECHR judgments, aligning with the government's commitment to reform and accountability.
