On February 15, with the cooperation of the Federal Security Service (FSB) of Russia and the Federal Republic of Dagestan, the Criminal Investigation Department of the Ministry of Internal Affairs of Dagestan, and the Collective "Yastreb-Kaspiy" of the Russian Guard for the Republic of Dagestan, a 35-year-old resident of the Kizlyar district was detained in Kaspiysk, the Ministry of Internal Affairs of Dagestan reported on February 16.

According to the investigation, in July 2020, a man, while serving his sentence in IK-7 of the Federal Penitentiary Service of Russia for the Republic of Dagestan, was given the status of a criminal authority, occupying the highest position in the criminal hierarchy among convicted persons held in this institution.

They recognized his criminal status, which determined his supremacy over representatives of an informal social group of convicts. Using unconditional authority since July 2020, while in the colony, he directed and coordinated criminal activities. The suspect was detained by Article 91 of the Code of Criminal Procedure of the Russian Federation. A criminal case was initiated on the grounds of a crime under Article 210.1 of the Criminal Code of the Russian Federation (occupation of the highest position in the criminal hierarchy).
