Pro-Iranian Hackers Take Responsibility for Cyberattack on Azerbaijani Government, Citing Hijab Restrictions

| News, Security, Azerbaijan

A pro-Iranian hacker group known as 313 Team has claimed responsibility for a cyberattack targeting more than 100 Azerbaijani government domains, citing restrictions on wearing hijabs in schools as its motivation. Azerbaijan’s State Service for Special Communication and Information Security confirmed on October 14 that attacks against state information infrastructure had begun the previous evening, causing disruptions to several government websites. However, the authorities did not identify the attackers or confirm the group’s claim.

In a statement published on Telegram, 313 Team, also known as Islamic Cyber Resistance, declared that it had launched an operation targeting 47 IP address ranges associated with Azerbaijan’s government digital infrastructure. The group accused Azerbaijani authorities of restricting female students’ right to wear hijabs and threatened further action, saying the operation would continue for 24 hours. In a subsequent message, the group claimed that the attack exceeded 2.5 terabits per second and had taken 1,825 government websites offline.

Azerbaijan’s cybersecurity service provideda more limited account of the incident.

Its official statement confirmed that more than 100 state domains had been targeted and that several government agencies experienced interruptions to their online services. Authorities maintained that technical measures had limited the impact and ensured the continued operation of affected websites. The statement did not identify the affected institutions individually or indicate whether the attackers had accessed confidential information or stolen data.

The group’s claim came amid protests over Azerbaijan’s school uniform regulations, which prohibit clothing considered inconsistent with uniform requirements or the principle of secular education. Although the rules do not explicitly mention the hijab, their enforcement has resulted in reports of students and teachers beingdenied access to schools because of their headscarves. Azerbaijani authorities have accused Iranian media and other foreign actors of spreading misleading information about the protests, while criticism of the school restrictions has also emerged in Türkiye. Azerbaijan’s Media and Broadcasting Council, for example, accused Iran’s Sahar television channel of misrepresenting footage from a demonstration in Türkiye as an event in Azerbaijan.

The 313 Team group is known as an Iraq-based cyber group aligned with Iranian interests. That assessment, however, does not establish Iranian state involvement in the attack against Azerbaijan. Earlier speculation about a possible Turkish connection has likewise not been substantiated, and Azerbaijani authorities have not publicly attributed the incident to any particular country.
