Russia sees significant scope for expanding economic cooperation with Georgia, with Russian Security Council Deputy Secretary Alexey Shevtsov naming Georgia among the countries where Moscow believes stronger interregional ties can be developed.

Shevtsov emphasized that Russia could offer “friendly and neutral countries” models of interregional cooperation that go beyond conventional trade. He identified Georgia alongside Azerbaijan, Iran, Mongolia, and North Korea as countries with significant potential for such cooperation and said economic relations should progress from the exchange of goods toward joint production chains. 

Shevtsov made similar comments about the Georgian authorities in 2025, praising what he described as their ability to resist attempts to impose values that are alien to the peoples of the Caucasus. 

Russian officials have continued to express interest in restoring diplomatic relations with Georgia, while Tbilisi and Moscow have maintained practical contacts through expanding trade, transport, tourism and other economic ties despite the absence of formal diplomatic relations.
