
Separatist South Ossetia's Gobozov Confirms Stability of Social Payments Linked to Russian Agreements

On September 6, Vyacheslav Gobozov, the Advisor to the de facto President of the separatist South Ossetia, stated that no negative changes regarding regional social payments are expected.
Commenting on the situation, Gobozov emphasized that social payments to budgetary employees in South Ossetia are being carried out under agreements linked to the Treaty of Union and Integration between South Ossetia and Russia. "Each agency concludes a relevant agreement with its Russian counterparts, and these payments are ongoing," he stated.
Gobozov also mentioned that new agreements are currently being developed, and he does not foresee any preconditions for negative developments in this process.
As previously reported by Caucasus Watch, on September 4, Sergei Shamba, de-facto Foreign Minister of Abkhazia, revealed that Russia had suspended payments for teachers, doctors, and law enforcement agencies from September 1 and would now charge commercial rates for electricity during shortages. This followed a document received by de-facto Prime Minister Alexander Ankvab on September 2, which allegedly demanded information on Abkhazian officials with Russian citizenship, possibly leading to their revocation by September 20. Shamba disputed the document's authenticity, noting it was not officially received and signed without President Aslan Bzhania’s presence. Despite the aid suspension, Abkhazian authorities promised to cover social workers' salaries and addressed the issue with Ankvab. Shamba called for improved relations with Russia, while Secretary of the Security Council Raul Lolua expressed concerns about reduced funding for security agencies and stressed the need for stronger cooperation with Russia.
