Trilateral meeting of Azerbaijani, Georgian and Turkish FMs held in Tbilisi
On 23 December, a trilateral meeting between the Azerbaijani (Elmar Mammadyarov), Georgian (David Zalkaliani) and Turkish (Mevlut Cavusoglu) Foreign Ministers was held in Tbilisi. The parties signed an action plan for the period 2020-2022 regarding the enhancement of cooperation in various political, economic and cultural fields between the three countries.
Prior to the meeting, Georgian Prime Minister Giorgi Gakharia held a one on one meeting with Cavusoglu. They spoke about the high-level, Georgia-Turkey strategic cooperation council meeting scheduled at the beginning of the next year in Ankara and bilateral energy and transport projects, including the Southern Gas Corridor and the Baku-Tbilisi-Kars railway.
Zalkaliani also met with Cavusoglu face-to-face and raised the issue of the abduction of a well-known Georgian doctor Vazha Gaprindashvili by Russian-controlled occupation forces. Zalkaliani also spoke about the current severe humanitarian situation in Georgia's two Russian occupied regions of Abkhazia and Tskhinvali (South Ossetia).
The Georgian ambassador to Turkey Giorgi Janjgava announced that the Turkish President Recep Tayyip Erdogan is expected to visit Georgia in May 2020. He stated said that Gakharia’s recent visit to Turkey (Caucasus Watch reported) was “particularly fruitful,” as it led to the first meeting of the Georgian-Turkish economic commission after a 14-year delay. “We have agreed that the Turkish-Georgia Strategic Council meeting will take place in February 2020 in Ankara, while the President Erdogan is very likely to visit Georgia in May,” Janjgava said. He stated that the president’s visit is expected to give way to new projects and formats and increase bilateral trade to three billion USD, as well as the export of Georgian products.
During the meeting of the three Foreign Ministers various topics were discussed. The sides assessed the progress in trilateral cooperation and discussed contemporary regional and global developments. During the gathering, special notice was directed towards the topic of cooperative transport-energy projects. The importance of the start of the Trans-Caspian Gas Pipeline (TCGP) project was highlighted by the attendees. They also spoken about the more general roles of Georgia, Azerbaijan and Turkey in the transportation of the energy resources. All sides expressed gratitude about the prosperous projects of Baku–Tbilisi–Ceyhan and Baku-Tbilisi-Erzurum (BTE). The foreign ministers also conversed on the importance of the Trans-Anatolian Natural Gas Pipeline which connects Shah Deniz gas field in Azerbaijan to Europe through the South Caucasus Pipeline.
Mammadyarov stated that current conflicts in the region are the most crucial topic in the regional cooperation between the three countries. He emphasized that Azerbaijan proposed adding a full security unit to the joint statement signed within the framework of trilateral meeting. This proposal was accepted by the other members.
In relation to this statement, Zalkaliani spoke on the current progress on the Davit Gareja dispute between Georgia and Azerbaijan. “The work of the commission has been restored. The first working meeting has been held, and experts also arrived when the measurement activities were carried out. We are working on the second meeting. Of course, the dates are agreed upon, and everything has to be done in the context of our strategic partnership. During the visit of the Georgian Prime Minister to Baku, the issue was discussed. We think it is necessary to talk about the return of the status quo. We hope that our Azerbaijani partners will understand this. This issue must be resolved in the interests of our strategic partners and no one should be able to bring any kind of resistance to our bilateral relationship," he said.
Afterwards, the three Foreign Ministers signed a new, 2020-2022 action plan for sectoral cooperation. The action plan covered a wide variety of cooperation areas, such as: 1) the creation of the lasting peaceful settlement of the conflict in the Georgian regions of Abkhazia and Tskhinvali region and the conflict in and around Nagorno-Karabakh region of the Republic of Azerbaijan on the basis of universally recognized principles and norms of international law; 2) the importance of trilateral cooperation in the defence sphere, with the necessity of further cooperation in defence industry, trilateral trainings, exercises and high level meetings; 3) strengthening economic-trade cooperation; 4) strengthening cooperation in the energy field; 5) strengthening the transit potential of the three countries situated on key international transit corridors; 6) the importance of establishing Turkish-Georgian-Azerbaijani committee on multi-modal transport cooperation; 7) the significance of the cooperation within Black Sea Economic Cooperation Organization (BSEC) and the commitment to re-energize BSEC and make it a project-oriented organization; 8) to work on the establishment of the Trilateral Committee on Customs Matters; 9) joint cooperation among Small and Medium Size Enterprises (SME) Support Organizations; 10) the significance to hold the next Turkey-Azerbaijan-Georgia Business Forum as soon as possible as a platform to create new opportunities for the business people; 11) to explore and expand possibilities of further mutual cooperation in the field of health tourism; 12) to cooperate on environmental issues; 13) to cooperate on the fight against terrorism; and 14) to cooperate in the humanitarian sphere.
