At the 14th congress of the Amtsakhara political party in Sokhumi on March 21, Aslan Bzhania, the de-facto leader of occupied Abkhazia, characterized the situation around Abkhazia as complex.

"The international politico-military situation is extremely difficult. Russia is forced to conduct a special military operation. More than 50 states, including almost all of Europe and the United States, are opposing our ally," he said. Bzhania emphasized: “Against this backdrop, these same elements seek to remove the Georgian government and create a second front,” said Bzhania echoing the Georgian Dream “second-front” narrative. "They are organizing massive political actions in Georgia in April and May this year to achieve this goal. Compared to 2008, the issue is more difficult today," he told.

The so-called 'Treaty on Alliance and Strategic Partnership' between the 'Republic of Abkhazia' and the Russian Federation of November 24, 2014, set forth opportunities to enhance Abkhazia's defense capabilities and establish a common defense and security space, which Bzhania regretted had not been fully realized. He commented, "Without going into detail, on the extensive effort to strengthen the mobilization and combat preparedness of the "Armed Forces of the Republic of Abkhazia." In his remarks, Bzhania emphasized the necessity of enhancing relations with the Russian Federation and its territories. "Although a conflict is not necessary, we are prepared for everything. Together, in harmony, and in a coalition with comradely Russia," he declared.

In this context it should be noted that on March 21, a working meeting of Sergei Shamba, the Secretary of the Security Council of Abkhazia, with Rashid Nurgaliyev, the First Deputy Secretary of the Security Council of Russia, was held in the office of the Security Council of Russia. The meeting took place on the eve of the signing of a plan of cooperation between the apparatuses of the Security Councils of the two countries for 2023-2024, scheduled for March 23.

Shamba and Nurgaliyev discussed topical issues of international and national security, as well as prospects for expanding Abkhaz-Russian cooperation on a wide range of topics.

A working meeting between Shamba and Viktor Shargaev, the Deputy Head of the Department of the Russian Presidential Administration for Interregional and Cultural Relations with Foreign Countries, took place in the Presidential Administration of the Russian Federation. Issues of socio-economic cooperation between the two countries were discussed at the meeting.
