Yerevan Balances Strategic Ties with Both US and Russia, Says Foreign Minister

Armenian Foreign Minister Ararat Mirzoyan confirmed that the planned visit by a US Customs and Border Protection team to Armenia has not yet occurred. The visit was expected to take place shortly after the January 2025 signing of the Armenia-US Strategic Partnership Charter and was intended to support Armenia’s border security capabilities.
“It is about the enhancement and improvement of our border crossing control mechanisms, our possibilities,” Mirzoyan said during a parliamentary session, stressing that the visit is of a technical nature and not to be interpreted politically. “The team hasn’t yet arrived.”
Ararat Mirzoyan also reaffirmed in parliament that Armenia’s deepening partnership with the United States is not aimed against any third party, including Russia. His remarks came amid questions raised over whether the Armenia - US Strategic Partnership might strain Armenia’s relations with other nations.
“The relations between the Republic of Armenia and the United States are not directed against any third country - be it Russia or Madagascar,” Mirzoyan stated. “And when such questions arise, we explain this to all our partners, just as we would never allow Armenia–Russia relations to be directed against any other third country.”
Addressing broader regional dynamics, Armenian FM said Armenia is also prepared to support efforts to normalize relations between Iran and the U.S., even though the two countries hold opposing positions. “Armenia is ready to contribute within its capacity to any steps toward normalization,” he added.
On Armenian–Russian relations, Mirzoyan described them as “very healthy and partnership-oriented,” though he acknowledged existing disagreements. “There are issues where our perspectives diverge. We believe we are right in some of these matters; Russia sees things differently. Still, we maintain normal cooperation,” he stated.
He reaffirmed that Armenia values its membership in the Eurasian Economic Union (EAEU) and its bilateral ties with Russia.
Despite those differences, Mirzoyan said that there remains broad agreement and ongoing normal cooperation: “These are healthy relations, and I believe any relationship should be like that.”
