Armen Grigoryan on Peace Treaty with Azerbaijan and EU Mission in Armenia

On February 14, Armenian Security Council Secretary Armen Grigoryan said that Armenia informed Russia why the EU monitoring mission was invited to the republic.

According to the administrative head of the Armenian Security Council, the deployment of the EU civilian mission is connected with Azerbaijan's attacks on Armenia in 2021–2022. "Given the experience gained and the fact that the existing security systems do not work, Armenia invited the EU civilian mission to create certain guarantees for its security," Grigoryan said. He noted that security guarantees are not always military, and even economic relations can sometimes provide them. In this regard, the Secretary of the Security Council believes that the EU civil mission creates additional guarantees for the security of Armenia.

Speaking about Russia's negative reaction to the appearance of European observers in the republic, Grigoryan drew the attention of media representatives to the fact that Yerevan regularly discusses all problematic issues with Moscow. "We periodically present the position of the Armenian side and explain why we are taking this or that step. When we say that the reason is in our experience, we note that in May and November 2021, as well as in September 2022, there were attacks on the sovereign territory of the Republic of Armenia, and this danger remains. To neutralize the threat, it is necessary to create certain international guarantees on which we are working," the official said.

Moreover, he also said that the Armenian government is currently working on a new version of the draft peace treaty with Azerbaijan and will present it to Baku shortly. "The Armenian side has received a response to the text [of the peace treaty] it proposed; this is an ongoing process; the Armenian side is now working on it, and we will present the text to the Azerbaijani side as soon as possible," Grigoryan stated. According to Grigoryan, he does not yet know how exactly the text will be delivered, but he will keep the public informed.
