While speaking with reporters on Tuesday in the Armenian parliament, Deputy Minister of Foreign Affairs Mnatsakan Safaryan referred to the tripartite meeting between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev facilitated by European Council chief Charles Michel that was held on May 14 in Brussels. 

“The territorial integrity of Azerbaijan has always been recognized, and there is hardly anything new here in this regard. Negotiations are underway to secure the rights and international security mechanisms of Nagorno-Karabakh,” he said. 

Mnatsakan Safaryan highlighted that Armenia bases its approach to negotiations with Azerbaijan on the establishment of international mechanisms that pertain to the rights and security of Nagorno-Karabakh. In response to a question about the specific international mechanism and whether there is a country or organization that could provide guarantees, the Armenian Deputy FM stated that there are several options for such a mechanism, including a government or the UN Security Council. He emphasized that these options are still subject to discussion.

According to Mnatsakan Safaryan, the talks between the Armenian and Azerbaijani FMs on all points will continue Friday in Moscow. 

He clarified that the notion that Armenia engages in negotiations exclusively on Western platforms is incorrect. 

“The peace project is neither of Brussels nor of Moscow; it was developed by both sides,” he added.
