Azerbaijan Reveals Comprehensive Reintegration Plan of Karabakh Armenians

On October 2, the Administration of the President of Azerbaijan announced the measures related to the reintegration of Armenian residents living in the Karabakh region.

According to the information, practical activities related to the reintegration of Armenian residents living in the Karabakh region have been started. "In this regard, Ramin Mammadov, the designated person responsible for contacts with Armenian residents of Karabakh, met with representatives of Armenian residents in Yevlakh and Khojaly on September 21, 25, and 29. Azerbaijan's reintegration plans were presented at the meetings, and discussions were held. It was noted that the reintegration is carried out based on the Constitution of Azerbaijan, laws, and international obligations within the framework of the territorial integrity and sovereignty of Azerbaijan," the information added.

It is stated in the document that regardless of ethnic, religious, or linguistic affiliation, the equality of rights and freedoms of everyone, including the security of everyone, is guaranteed. It is noted in the reintegration program that legal and administrative work in the territories where Armenian residents live is carried out through special representations of the President of Azerbaijan. Residents can be involved in the work of special delegations. "According to the legislation of Azerbaijan, municipalities are formed through elections. Citizenship issues of residents are implemented in accordance with the Constitution and legislation of Azerbaijan, based on appropriate procedures," the information said.

Regarding measures in the field of security, it is reported that the disarmament and demobilization process has been completed, all weapons have been collected from the residents, the internal affairs bodies of Azerbaijan have ensured the protection of public order and the safety of residents in the area, and residents can be recruited into the internal affairs bodies. Regarding the economic sphere, it is stated that the provision of physical and social infrastructure (education, healthcare, energy, gas, water, road, communication, land reclamation, etc.) in the areas where residents live is brought to the level of average indicators for the country within a certain period. The full circulation of the national currency of Azerbaijan is ensured. It is noted in the information that support measures for entrepreneurial activity are implemented in the areas where residents live, subsidies are given to farmers, and they are exempted from all taxes except land tax, and property issues are regulated in accordance with the laws of Azerbaijan. The section on culture, education, and religion states that the right of residents to protect and develop their culture and ethno-cultural characteristics is ensured. "Freedom of religious belief, protection of cultural and religious monuments is ensured. It is possible to use the Armenian language", the information added.
