New border dispute between Chechnya and Dagestan

Chairman of the Chechen Parliament, Magomed Daudov, reprimanded Alexander Pogorelov, head of the Kizlyar district of Dagestan, because of an incident involving the demolition of the border marker between Kizlyar and the Shelkovsky district of Chechnya, reported Lenta.ru.

At a meeting in Kizlyar, which was attended by representatives of the Chechen side and the head of the administration of Dagestan, Vladimir Ivanov, Daudov accused the administration of Kizlyar of fueling the conflict between the Chechen and Dagestani parties.

“All this mess between the Chechen Republic and Dagestan is due to the actions of the Kizlyar leadership. They had illegally appropriated the forest fund of Chechnya and Kizlyar itself. This was not me, this was the Federal Forestry Agency,” he said. In addition, during a live broadcast on his Instagram account, Daudov noted that the signs would be put back.

The demolition of Chechen markers occurred on 10 June. According to the "Caucasian Knot", residents of Dagestan stated that they had discovered a new sign on the border with the Shelkovsky district of Chechnya. Later, a group of men dismantled a sign with the inscription "The Shelkovsky District of the Chechen Republic.”

On the same day, a video entitled "The Lord of the Kizlyar Border" was posted on the Chechen Voice YouTube channel. "We will not give away our span. Signs will be put back, because they should be there. If there is a sign that says Khasavyurt district, Republic of Dagestan that means that it belongs to the Republic of Dagestan. The residents of the Chechen Republic had no right to act without permission. If a sign would be placed on the territory of the Chechen Republic then no one had the right to remove it either. The Chechens removed our sign and put up their own", Daudov said.

A member of the Public Commission for the Establishment of the Border between the Chechen Republic and the Republic of Dagestan, and Chairman of the Regional Geographical Society Zurab Hajiyev said on Facebook that the side of the road on which the sign was installed really belongs to the Chechen Republic. “There was simply no sign, and nothing ever happened, so I understand the Kizlyar residents that these were geographical news for them,” said Hajiyev.

In late January, the authorities of Chechnya and Dagestan agreed on the demarcation of the border between the republics. On 16 March, after the scandal involving the unilateral demarcation of the border by the Chechen side, the speakers of the parliaments of both republics announced that it was decided to suspend the entry of the border to the state register of real estate. In May, the Dagestan state register announced a competition for the execution of land management works to establish the borders with Chechnya, the Stavropol Territory and Kalmykia. The demarcation works need to be completed before 15 December 2019.
