Putin and Aliyev Discuss Economic and Humanitarian Cooperation During Baku State Visit

On August 18, Ilham Aliyev, the President of the Republic of Azerbaijan, and First Lady Mehriban Aliyeva hosted a dinner at their residence for Vladimir Putin, the President of the Russian Federation, who was in Azerbaijan for a state visit. 

On August 19, President Aliyev held a limited-format meeting with President Putin. Later that day, the two leaders engaged in an expanded meeting.

During these discussions, Putin emphasized the significance of economic ties between Russia and Azerbaijan, stating, "More than four billion dollars of direct investment in the Azerbaijani economy is also a positive indicator. More than 1,270 enterprises with Russian capital are operating in Azerbaijan, and this number is certainly not the limit." He also highlighted the importance of humanitarian connections, particularly the promotion of the Russian language in Azerbaijan, noting, "There are 300 schools with the Russian language, branches of our leading higher educational institutions operate in Azerbaijan. Thousands of young people from Azerbaijan study at leading universities in the Russian Federation, and we are ready to expand this interaction."

Putin acknowledged the challenges Russia is facing, particularly regarding Ukraine, but stressed Russia's historical role in the South Caucasus. He noted, "It is clear and well known that Russia is also facing crises, including and first of all, of course, in the Ukrainian direction. But Russia's historical involvement in the situation in the South Caucasus, even over the past few years, makes it necessary for us to participate in these developments – of course, to the extent that the parties require it, there is no doubt about that."

Putin expressed his willingness to facilitate peace efforts between Azerbaijan and Armenia, stating, "If we can do something to achieve the signing of a peace agreement between Azerbaijan and Armenia, to bring the matter to the delimitation and demarcation of the border, to unblock, as we have discussed many times, the relevant areas in logistics and economy - we would be very happy about that." He further mentioned his intention to contact Armenian Prime Minister Pashinyan following his visit to Azerbaijan to discuss the outcomes of these negotiations.

Bilateral documents

A ceremony took place on August 19 in Baku to exchange the documents signed between the Republic of Azerbaijan and the Russian Federation, with Azerbaijani President Ilham Aliyev and Russian President Vladimir Putin in attendance.

The "Memorandum of Understanding between the Export and Investment Promotion Agency (AZPROMO) of the Republic of Azerbaijan and the "Management Company of the Russian Direct Investment Fund" joint-stock company" was exchanged by the Minister of Economy of the Republic of Azerbaijan, Mikayil Jabbarov, and the CEO of the Russian Direct Investment Fund, Kirill Dmitriev.

The "Memorandum of Understanding on Climate Change and Low Carbon Development between the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and the Ministry of Economic Development of the Russian Federation" was exchanged by the Minister of Ecology and Natural Resources of the Republic of Azerbaijan, Mukhtar Babayev, and Minister of Economic Development of the Russian Federation, Maksim Reshetnikov.

The "Memorandum of Understanding and Cooperation on Labor Inspection Issues between the State Labor Inspection Service under Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan and Federal Service for Labor and Employment of the Russian Federation" was exchanged by Minister of Labor and Social Protection of the Republic of Azerbaijan, Sahil Babayev, and Head of the Federal Service for Labor and Employment of the Russian Federation, Mikhail Ivankov.

The "Agreement on Cooperation in the Field of Food Safety between the Food Safety Agency of the Republic of Azerbaijan and Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing of the Russian Federation" was exchanged by the Chairman of the Food Safety Agency of the Republic of Azerbaijan, Goshgar Tahmazli, and Head of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing of the Russian Federation, Anna Popova.

The "Agreement on Cooperation in the Field of Quarantine and Plant Protection between the Government of the Republic of Azerbaijan and the Government of the Russian Federation" was exchanged by the Chairman of the Food Safety Agency of the Republic of Azerbaijan, Goshgar Tahmazli, and the Head of the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation, Sergei Dankvert.

The "Agreement on Cooperation in the Field of Healthcare, Medical Education, and Medical Science between the Government of the Republic of Azerbaijan and the Government of the Russian Federation" was exchanged by Minister of Health of the Republic of Azerbaijan, Teymur Musayev, and Minister of Health of the Russian Federation, Mikhail Murashko.
