Russia's parliamentary elections in North Caucasus
Observers reported election irregularities in the Krasnodar Territory
Mass transportation of voters to polling stations and violations in filling out documents were recorded at polling stations in the Kuban, observers and deputy Alexander Korovainy reported.
On September 15, Kuban voters announced that they were forced to vote at work. State employees and employees of enterprises in the Kuban are forced vote at their place of work instead of at home, which makes it possible to control turnout, party representatives argued. Kuban is in the top five regions with the highest number of complaints of violations, said the activist of the Golos movement David Kankiya.
Alexander Korovainy is an independent deputy of the Yeisk District Council. On August 6, the police drew up an administrative report against him for a video in support of Navalny published in January. Korovainy called the case an attempt to prevent his nomination as a candidate for the State Duma. On September 8, it became known that the court in Yeisk refused to accept the claim of the prosecutor's office to remove Korovainy from the elections to the State Duma. But the department insisted that Korovainy took part in the action in support of Navalny and discredited the policy of the Russian authorities.
Election violations in the Krasnodar Territory were reported by the deputy of the Yeisk District Council, Alexander Korovainy. In Primorsko-Akhtarsk, a member of the commission tried to issue ballots based on a passport photocopy. The polling station has three entrances, and the polling station number is not written at the main entrance, it was not indicated anywhere, according to the deputy's Telegram channel. "Even at this PEC, the register of voters at home is only in electronic form, and members of the commission with an advisory vote are not allowed to get acquainted with it," Korovainy wrote.
On the site "Maps of violations in the elections," launched by the Golos movement (the Ministry of Justice of Russia put the organisation on the register of NGOs performing the functions of a foreign agent), by 11.10 Moscow time on September 17, 18 messages were published regarding Krasnodar Territory. One of them stated that at PEC 904 in the city of Gelendzhik in school No. 5, the premises were not ready by the time the precinct opened. "The ballot boxes were not shown to the commission."
Another report states that at PEC No. 4709 in the village of Starominskaya, the chairman refused to provide a properly equipped place for the observer. "The chairman is constantly correcting his actions with the administration of the Starominsky district," the statement says, the author of which is also the observer.
Recall that on a single voting day, September 19, in the Krasnodar Territory, in addition to elections to the State Duma, elections, early elections and by-elections of deputies and heads in cities and rural settlements was held.
The opposition announced massive violations at the elections in Kalmykia
At several polling stations, members of election commissions manipulated ballots at night the Communist Party's regional department in Kalmyki claimed. The main violation was the refusal to seal the safes with special seals; in the morning, evidence of one safe opening was found, Fair Russia said.
On the first day of voting, September 17, three proxies of the Communist Party candidate for the State Duma said that unknown persons had punctured the tires of their cars left at polling stations. In addition, one of them was attacked at the precinct when he tried to fix the violation of pencil marks in the voters' log.
Another observer reported a similar violation at the site in the Priyutnensky district, which he considered to be ballot box stuffing. Members of the electoral commission in the village of Peschaniy highlighted the names of people who would not vote on the list and did not allow their notes to be filmed. The observer also complained about the interference of the head of the village in the conflict.
Official complaints to the election commission, as well as statements to law enforcement agencies about violations at polling stations will be sent, the KPRF authorised representative Migmir Bembeyeva stated. “Yesterday (September 18) we simply didn’t have enough time because there were a lot of violations. Now we are summarising everything, preparing statements to the Ministry of Internal Affairs, the prosecutor’s office and, naturally, we will file complaints with the election commission,” Bembeeva said.
At all the polling stations she visited on September 17, the registers of applications for voting outside the premises were not properly drawn up, the representative of the Communist Party of the Russian Federation stated. "Elista boarding house for the elderly and disabled, polling station No. 4, Kalmyk medical college, polling station No. 24, kindergarten No. 30, polling station No. 12 - everywhere in the registers there were no signatures of members of the election commission. This is a violation of the requirements of the law therefore such registers cannot be used in work," Bembeeva said.
At the polling station in the medical college on September 17, more than 470 people voted and anti-epidemic norms were violated, she said. “At 9.40 Moscow time there was a lot of crowding at the polling station, a line of 30-40 people stood on the list at the place of stay. At the same time, other members of the precinct commission were free at that time, tax inspection, Rospotrebnadzor (Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing) and others. Security measures [and] social [distancing] was not observed. In addition, according to our observers, the site was opened with a delay and the ballot boxes were sealed after 8.00 Moscow time," said the Communist Party (CP).
Violations at the polling stations continued after their closure, as reported by the representatives of the Communist Party of the Russian Federation to the hotline of the CEC. “In some premises, employees stayed overnight. Although, according to the regulation on the peculiarities of the three-day voting, after the end of voting and the necessary procedures for sealing boxes, drawing up acts, all members of the commission and police officers must leave and seal the premises. seven or eight polling stations in districts and more than ten in Elista, where at 10-12 am the work of the election commission members [was] not stopped, although the lights in the premises were turned off. They were sitting, doing something with the ballots. Police station No. 15 (located in the Palace of Children's Creativity) the video camera was blocked by some kind of shield or banner," said Bembeeva.
Representatives of Fair Russia reported that they had sent a complaint to the CEC hotline due to violation of the established procedure for storing ballots, Natalya Manzhikova, a candidate for State Duma deputy from Fair Russia, told. "At polling station No. 144 in the village of Priyutnoye (the administrative centre of the Priyutnensky district) ballots were left in a stationary ballot box overnight. Our representatives argued that the ballots should be moved to a safe package and put in a safe. refused to comply with these requirements," said Manzhikova.
She called the refusal to seal the safes with special seals the main violation of September 17. “We have specially prepared these seals for the safety of ballots at all polling stations in Kalmykia, only they cannot work with ballots. Unfortunately, the chairmen of the commissions here do not really know the law.”
