US Ambassador to Azerbaijan Discusses Human Rights, Russian Peacekeepers, and COP29

On 23 August, Azerbaijan's Ictimai TV published an interview with US Ambassador to Azerbaijan Mark Libby.

He stated that US cooperation with Azerbaijan, Armenia and Georgia serves three common goals: ensuring that these countries remain sovereign, democratic and independent of foreign influence. Ambassador Libby emphasised that the main problem between Azerbaijan and Armenia is 'mistrust', although the leaders of both countries have indicated that they are close to peace.

Libby described the withdrawal of Russian peacekeepers from Azerbaijan as a 'positive event'. He criticised the so-called "peacekeepers" for their continued presence in other parts of the region, including the South Caucasus, Moldova and Ukraine.

Libby also highlighted the importance of the upcoming COP29 conference and the potential for green energy development in Azerbaijan. He also discussed US involvement in de-mining Karabakh, noting that America has invested significant resources in this effort in recent years.

Asked about the claim that Amendment No. 907 is the biggest problem in bilateral relations, Ambassador Libby disagreed: "The biggest problem is the human rights problem - the arrest of journalists, NGOs and civil society representatives. You can point to 907 as the biggest problem in the bilateral relationship; I would argue that it is human rights."
