Tension along Armenia-Azerbaijan Border Remains Despite Russian-brokered Ceasefire

The tense situation had been intensifying since the morning of September 11 and reached its peak on September 12-13. Armenian and Azerbaijani officials blamed each other for the border clashes and accused of conducting provocation. The parties reported that this confrontation along the Armenia-Azerbaijan border deteriorates the normalization process between countries. Although Russia brokered a ceasefire between the South Caucasus countries, the tense military situation remains on the ground, as the Armenian and Azerbaijani Defense Ministries reported. Both sides also continue diplomatic efforts to stop the confrontation along the border. European Union, Russia, US, Turkey, France, and other regional and world leaders called on the sides to stop clashes immediately.

On September 13, Ilham Aliyev, the President of the Republic of Azerbaijan and the Commander-in-Chief of the Armed Forces, held an operational meeting with the participation of the leadership of the Armed Forces of the Republic of Azerbaijan regarding the “provocations committed by Armenia on the Armenian-Azerbaijani border”, the Azerbaijani Defense Ministry reported. Relevant reports were presented at the meeting. It was stated that the provocations committed by the Armenian armed forces on the border of the two states were prevented, and all relevant duties and tasks were fulfilled. It was noted that the responsibility for the current tension rests squarely with the political leadership of Armenia. The Armed Forces of the Republic of Azerbaijan controls the operational situation along the border.

On the same day, the Azerbaijani side reported that despite the declaration of a ceasefire, on September 13 at 16:55, the Armenian armed forces units from the positions in the direction of Vaghudi settlement of Vardenis region of the Azerbaijani-Armenian state border using artillery pieces subjected to fire the Azerbaijan Army positions, stationed in the direction of Ahmadli settlement of Lachin region. "The Azerbaijan Army Units took retaliatory measures. Despite the declaration of a ceasefire since 09:00, Armenia is intensively violating the ceasefire along the border by using artillery and other heavy weapons," the report added.

On the night of September 13, the Azerbaijani Defense Ministry reported that on the night of September 12 and the morning of September 13, Armenian armed forces committed a large-scale provocation in Dashkasan, Kalbajar, Lachin, and Zangilan directions of the Azerbaijan-Armenia state border. The Ministry reported that 50 military personnel of the Armed Forces, including 42 military personnel from the Azerbaijan Army and 8 military personnel from the State Border Service, were killed while preventing a large-scale provocation. "We offer our deepest condolences to the families and relatives of our martyred servicemen; we wish God's healing to our wounded. The blood of our martyrs did not remain on the ground. We inform you that the list of the names of our martyred servicemen will be presented to the public in addition," the information said.

On September 13, Minister of Defense of Armenia Suren Papikyan held a phone conversation with the Minister of Defense of the Russian Federation, Army General Sergei Shoigu, the Armenian Defense Ministry reported. The head of the Defense Ministry of Armenia presented to his Russian counterpart the situation resulting from the large-scale aggression of Azerbaijan against the sovereign territory of the Republic of Armenia. Suren Papikyan and Sergei Shoigu agreed to undertake necessary steps to stabilize the situation.

In a separate report on the same day, the Armenian Defense Ministry reported that as of 14:00, the situation in some parts of the Armenian-Azerbaijani border continues to be extremely tense. Despite the significant reduction in the intensity of the shelling, the enemy continues attempting positional advancement, particularly in the direction of Nerkin Hand, Verin Shorzha, Artanish, and Sotk. The Armed Forces of the Republic of Armenia units continue to complete the combat tasks set before them. "As a consequence of the large-scale Azerbaijani aggression, the preliminary number of victims is 49, as published by the Prime Minister of Armenia. After verifying the data, the Ministry of Defense will announce additional information about the number of victims and wounded people. As already mentioned, Azerbaijani units also targeted civilian infrastructures, resulting in wounded civilians. The Ministry of Defense has been observing in detail the videos related to Armenian servicemen published on Azerbaijani Telegram channels. Additional clarifications will be presented regarding them," the Ministry stated. At 16:00 and 21:00, the Armenian Defense Ministry published the same situation report on its website.

On the morning of September 13, the Azerbaijani Defense Ministry again accused Armenia of violating the border. "On the night of September 13-14 and today in the morning, the Armenian armed forces once again violated the ceasefire agreement and subjected to fire the Azerbaijan Army Units stationed in the directions of Kalbajar and Lachin regions using various calibers mortars and artillery pieces. The Azerbaijan Army Units stationed in these directions are taking adequate retaliatory measures. The Azerbaijan Army positions are being fired periodically. The units are taking necessary retaliatory measures," the report reads.

On the same day, the Azerbaijani Ministry of Defense and the Prosecutor General's Office published a joint statement. The report said: "Two civilians were wounded as a result of the large-scale provocation committed on the night of September 12 by the Armenian armed forces in the Dashkasan, Kalbajar, Lachin, and Zangilan directions of the Azerbaijani-Armenian state border. As a result of the fire opened by the Armenian armed forces units, Musayev Asim Isa, a resident of Bozlu village of Kalbajar region, born in 1975, living in the Veyisli village of Goranboy region, and Orujov Arzuman Iman, a resident of Aghdaban village of Kalbajar region, born in 1984, living in Garachinar village of Goranboy region, were wounded. The civilians are engaged in animal husbandry in the territory of the Kalbajar region. Currently, Musayev is receiving treatment at the Abbas Sahhat city hospital No. 1 in Ganja, and his state is moderately severe. Orujov received first medical aid and was discharged. The Military Prosecutor's Office initiated a criminal case. The facts are currently being investigated."

On September 14, the Armenian side also reported that the border situation was tense on the night of September 13. "On the night of September 13-14, the situation on the Armenian-Azerbaijani border continued to be tense. In particular, the enemy used attack drones in the direction of Jermuk. Although no significant incidents were recorded in the other directions of the aggression unleashed the previous day, today, starting at 08:00, the enemy resumed pre-offensive operations using artillery, mortars, and large-caliber rifle weapons, particularly in the directions of Jermuk and Verin Shorzha. The Armed Forces of the Republic of Armenia undertake adequate retaliatory actions and continue carrying out the combat tasks set fully. In fact, despite the international community's clear response to the situation, the military-political leadership of Azerbaijan continues its aggressive actions against the sovereign territory of the Republic of Armenia, targeting military and civil infrastructures. The Ministry of Defense of the Republic of Armenia declares that the entire responsibility for the current situation and its further development lies with the military-political leadership of Azerbaijan," the report stated.

On the afternoon of September 14, the Azerbaijani Defense Ministry reported that the Azerbaijan Army positions, stationed in the directions of Zaylik, Yellija, and Yukhari Ayrim settlements of the Kalbajar region, are being subjected to fire by the use of D-30 and D-20 howitzers from the Armenian armed forces positions, stationed in the directions of Yukhari Shorzha, Ashaghi Shorzha, and Zarkand settlements of the Basarkechar region. "Despite the international community's calls and the ceasefire agreement reached, the Armenian armed forces continue to carry out attacks and commit provocations in the border territories using artillery and other heavy fire means. We declare once again that the military-political leadership of Armenia bears the entire responsibility for the aggravation of the situation. The Azerbaijan Army takes local retaliatory measures only against firing points, which are legitimate military targets. The Armenian side must refrain from provocative actions and comply with the ceasefire agreement reached," the report added.

After several hours on the same day, the Azerbaijani side published two separate pieces of information. "Armenian armed forces units using D-30, D-20 howitzers, and 82 mm mortars continue to fire on the Azerbaijan Army positions stationed in the direction of the Kalbajar, Lachin, and Dashkasan regions. The Azerbaijan Army Units are taking retaliatory measures and destroying the opposing side’s firing points. The Azerbaijan Army controls the operational situation," the report said. Another report said: "Starting from 14:44 on September 14, units of the Armenian armed forces have been subjecting to fire the positions of the Azerbaijan Army stationed in the direction of the Kalbajar region using mortars and artillery pieces. The Azerbaijan Army Units took retaliatory measures."

On September 14, after reports from the Azerbaijani side, the Armenian Defense Ministry reported: "Remaining consistent with its method of continuously spreading open lies, the Ministry of Defense of Azerbaijan issued a statement claiming that on the night of September 13-14, Armenian subdivisions shelled the Azerbaijani positions. This is another disinformation, which, as we have already been convinced, serves as an information base to carry out military aggression against the sovereign territory of the Republic of Armenia." "As mentioned, this night, the Armed Forces of Azerbaijan used attack drones targeting both military and civilian infrastructures, and in the morning also started intensive shelling, specifically targeting the combat positions and border settlements located in the direction of Jermuk and Verin Shorzha. The enemy receives a worthy response. The RA Armed Forces fully carry out the combat tasks assigned to them. As of noon, the intensity of the firefight in the other areas of the enemy's aggression has significantly weakened. Considering that videos made by the Azerbaijani propaganda machine, including fake ones from the 44-day war, are widely spread on various social platforms, we urge you to refrain from referring to them in any way, especially by publishing them," the Ministry stated.
