Ilham Aliyev on Iran's Threats to Azerbaijan, Russian Peacekeepers, and Relations with Armenia

On November 8, Ilham Aliyev, the President of the Republic of Azerbaijan, First Lady Mehriban Aliyeva, and their son Heydar Aliyev participated in the event organized in Shusha on the occasion of Victory Day, the Press Office of the Azerbaijani President reported.

Hinting at Iran's recent threats to Azerbaijan and its media campaign against the country, Aliyev said: "We established close relations with Muslim countries and managed to explain to them that Armenia pursues an aggressive policy not only against us but against the entire Muslim world. He cannot be friends with Muslim countries that destroy mosques. Leaders of Muslim countries cannot embrace those who destroy mosques, can they? Can he hug and kiss them? This is hypocrisy; this is betrayal. It has no other name. That is why we isolated Armenia from the main pillars of the Muslim world. Indeed, we cannot completely isolate, and there are other reasons for this - see, the hypocrisy. However, Armenia as a whole was known in the Muslim world as a country that destroys and insults mosques, and we did it." The Azerbaijani President stated, "We have the main say here, and we have the main power here. Our army has shown heroism, professionalism, and dedication. If necessary, we will show it again. Everyone knows we will achieve what we want, and those who conduct military training in support of Armenia on our border should also know this. Nobody can scare us."

Regarding relations with Armenia and Armenian domestic politics, he added that the state budget of Azerbaijan for the next year had reached a record level, including the funds allocated for military expenses. "One may ask 'why?', the war is over, two years have passed. The answer is very simple. Revanchist forces are rising in Armenia. Forces and circles that do not want to come to terms with the results of the war are emerging in Armenia. Armenia does not fully comply with the November 10, 2020 Statement, has not fully withdrawn its armed forces from Karabakh, has not presented the Zangazur corridor to us, and periodically commits military provocations against us. Of course, we must be prepared, and we are," Aliyev stated.

On the existence of the Russian peacekeepers in the region, he said: "Armenia should not forget the lessons of the second Karabakh war, and they should know that playing with fire will cost them dearly. If someone there, be it the government, the opposition, or some element sent or trained from abroad, intends to have some bad idea against us again, he will see our fist again. The history of the last two years has shown this. Even this year, the Farrukh operation, Qisas operation, and September 13-14 events on the Armenian-Azerbaijani border - all these should be a lesson for Armenia. We are teaching this lesson, and we hope that they will finally understand it, bend their necks and deal with their internal affairs, they will not lay eyes on our land, and they will not lay eyes on Karabakh. Karabakh is our land. Russian peacekeepers are temporarily stationed there, the November 10, 2020, statement states their term, and if they rely on anyone, they will still face tragedy." Aliyev added: "We are not afraid of anyone; we are not afraid of anyone. If we were afraid of someone, we would never have started the Second Karabakh War."

Complaining about the existence of the Armenian Armed Forces in Karabakh, Aliyev stated: "We simply always respect all international agreements. We are fair people and a fair country. If we have committed, we fulfill it. We are fulfilling all the obligations we undertook in the November 10, 2020 Statement, we have been fulfilling them for two years, but is Armenia fulfilling them? No! Immediately after the second Karabakh war, he was simply so afraid that he fulfilled those provisions. Without firing a shot, the occupied territories of the Aghdam, Kalbajar, and Lachin regions were returned to us. If he didn't return it, we would still crush their heads. But after that? After that, he started extending the time again. I want to say again that commitment has not yet been fully fulfilled. What are the Armenian armed forces doing in Karabakh? Our patience is not inexhaustible, and I want to warn you once again that if this obligation is not fulfilled, Azerbaijan will take the necessary steps."

About the Zangazur Corridor, he said, "The Zangazur Corridor is the responsibility of Armenia; it has taken the responsibility upon itself. For two years, we do not touch the cars going from Armenia to Karabakh in the opposite direction on the Lachin road. We are committed; we deliver free movement. Armenia has also undertaken to have a road connection between the western regions of Azerbaijan and the Nakhchivan Autonomous Republic. Two years have passed, and there is no feasibility study, movement, railway, or road. How long do we have to wait?"

Regarding recent military operations in the region, the Azerbaijani President emphasized, "After the September 13-14 operation, the Armed Forces of Azerbaijan have been stationed at key strategic heights in the direction of the Azerbaijan-Armenia border. Armenia should understand well what this means. Today, we can see the cities of Garakilsa, Gafan [Kapan in Armenian], Gorus [Goris in Armenian], and Istisu [Jermuk in Armenian] from those strategic heights. We are on the shore of Lake Bala Goyce. Big Goycha [Sevan in Armenian] lake is also in front of our eyes. All these are realities. We created these realities after the Patriotic War. Why? First of all, in response to the military provocations of Armenia, on the other hand, to insure ourselves against future military provocations. Because most of the posts of Armenia are visible from the heights I mentioned, and if there is a concentration of forces there, we will see it and take immediate action. At the same time, because Armenia does not fulfill its international obligations. Armenia was defeated in the Second Karabakh War, and its army was destroyed. A defeated country cannot behave like this. Therefore, all our steps are justified. Some foreign patrons of Armenia indeed want to blame us for something. I have given their answer. If they still ban something, I will still answer them. It won't stop me. But the fact is that we demand our rights, and major international actors do not question the fact that Azerbaijan is right."

"We want peace, and we do not want war. Peace, but just peace. The terms we are putting forward are fair and based on international law, and the peace treaty should be signed based on these terms. If Armenia shows goodwill, it will be signed; if not, it will not. Life will show what will happen after that," Ilham Aliyev concluded.
