Former Azerbaijani Labor Minister pays 11.5 Million Euros to State in Exchange for Damage

On August 15, Salim Muslimov, the former Minister of Labor and Social Protection of the Population of Azerbaijan paid 20 million manats (11.5 Million euros) to the state in exchange for the damage. This was stated during the announcement of the indictment in the trial presided over by judge Faig Ganiyev at the Baku Court of Serious Crimes.

According to the indictment, when Salim Muslimov worked as the Minister of Labor and Social Protection of the Population, numerous cases of abuse were committed during the organization of the rehabilitation and social protection of the disabled and children with disabilities and other powers of the ministry. Also, he abused his authority by embezzling part of the money allocated to the houses built to improve the social and economic conditions of the families of martyrs and war-disabled people in different regions. In the indictment, it is said that Muslimov caused 15.6 million euros of damage to the state. In addition, the former minister's property worth 4.6 million euros was arrested.

Based on the collected materials, the court's decision on being held responsible as an accused person under Articles 308.2 (abuse of official authority causing severe consequences), 311.3.2, and 311.3.3 (repeated acceptance of large bribes) of the Muslim Criminal Code in February 2021, a pre-trial detention measure was chosen. Later, due to health problems, the former minister was released under house arrest.

Salim Muslimov was the Minister of Labor and Social Protection of the Population of Azerbaijan from October 2013 to April 2018. During his tenure as a minister, the activities of the Ministry were investigated by the State Security Service.

On February 4, 2021, Caucasus Watch reported that the Azerbaijani State Security Service (SSS) arrested the country’s former Minister for Labour and Social Protection Salim Muslimov on charges of large-scale bribery and abuse of office, reported Trend. The SSS emphasized that it had investigated evidence of abuse and improper use of powers by Muslimov during his service as a minister (2013-2018) in the spheres of rehabilitation and social protection of the disabled and children with disabilities, the implementation of the state control over activities of employers in the fields of labor, employment, and social protection issues.
