Azerbaijan Will Not Consider OSCE Draft Budget

On October 21, the Azerbaijani representation in the organization released a statement stating that Azerbaijan will not consider the draft budget of the Organization for Security and Cooperation in Europe (OSCE) for the next year after the unilateral decision to send an OSCE mission to Armenia.

"Azerbaijan has not objected to sending a civilian EU mission to Armenia as an additional confidence-building measure. What we are seeing now goes beyond the agreements reached in Prague. The OSCE is a resource shared by all 57 participating countries. We will oppose the flagrant violation and disregard of OSCE documents and decisions and will oppose any attempt to undermine the spirit of cooperation that has remained within this organization," the statement said. 

According to Azerbaijani representation, the OSCE's actions are a unilateral step that raises questions about such programs that support achieving these goals, as presented in the draft Joint Budget Proposal (OSCE) for 2023.

It is also indicated that until the current situation is fixed and compliance with OSCE documents and decisions is restored, the representation of Azerbaijan will not consider the draft budget for the next year, including postal work schedules and the required expenditure of resources.

Earlier, on October 19, Caucasus Watch reported that Organization for Security and Co-operation in Europe (OSCE) reported that it would send a needs assessment team to the Armenian side of the border with Azerbaijan. The OSCE announced in a statement that it would send a needs assessment team to Armenia on October 21–27 in response to the government of Armenia's request. It stated that its specialists would go to the border regions between Armenia and Azerbaijan and undertake talks with the necessary local, national, and international partners on the ground.
