
ADB And EBRD Announce Major Financial Commitments for Sustainability And Growth in Azerbaijan

On March 31, the Asian Development Bank (ADB) approved a $2.1 million technical assistance (TA) package for the Mainstreaming Green, Resilient, and Inclusive Approaches for Cities in Asia and the Pacific project.
The bank stated that the TA will assist ADB’s developing member countries (DMCs) in designing and evaluating key investment projects that integrate green, resilient, and inclusive urban development strategies. It noted that the TA cluster modality would enable a flexible design for complementary subprojects, utilizing resources from multiple funding partners in a harmonized and phased manner. The supported DMCs include Armenia, Azerbaijan, Bangladesh, Cambodia, India, Marshall Islands, Mongolia, Nepal, Philippines, Solomon Islands, and Uzbekistan. The funding for the project will be sourced from the Urban Resilience Trust Fund ($1 million), the Water Innovation Trust Fund ($500,000), and the High-Level Technology Fund ($600,000).
Moreover, on the same day, the European Bank for Reconstruction and Development (EBRD) reported that as of February 28, its loan portfolio in Azerbaijan reached EUR 1.086 billion, with financing allocated to 33 projects. The portfolio volume increased by 0.37% (EUR 4 million) compared to January 31, when it stood at EUR 1.082 billion and covered 34 projects. According to the EBRD, 92% (EUR 994 million) of the current portfolio is directed toward sustainable infrastructure development, 5% (EUR 52 million) to the corporate sector, and 3% (EUR 40 million) to financial institutions. In total, the EBRD has invested over EUR 4.064 billion in Azerbaijan, supporting the implementation of 196 projects.
