ADB Unveils Significant Achievements in Armenia’s Development for 2023

The Asian Development Bank (ADB) outlined its significant activities and accomplishments in Armenia over the past year. The official statement from ADB regarding this matter articulates the following achievements.

The ADB has been actively partnering with Armenia since 2005 and remains one of the country’s primary multilateral development collaborators. Throughout 2023, ADB continued to implement significant programs and projects aimed at infrastructure development and technical support, encompassing both ongoing initiatives and new endeavors. Notable achievements include completing the M6 Vanadzor-Bagratashen section of the Armenia-Georgia border road and essential urban road infrastructure projects in Yerevan under the Sustainable Urban Development Investment Program (SUDIP). These projects entailed the construction of 23 km of urban road links and pedestrian walkways to enhance road safety.

Furthermore, progress was made under the Seismic Safety Improvement Program (SSIP), with the completion of construction for nine schools, ongoing design work for ten schools, and construction underway for an additional twenty schools, all aligned with international seismic safety standards.

In November 2023, a significant milestone was reached with the signing of the Yerevan Urban Development Investment Project (YUDIP) Loan agreement between ADB and the Republic of Armenia. This $65.17 million loan aims to enhance the urban environment, upgrade the road network, and promote climate-resilient infrastructure in Yerevan. The project aligns with the Paris Agreement's objectives, which is expected to increase river crossing capacity by 40% and reduce travel distances between major roads, resulting in an average saving of 12 minutes in commute time for travelers.

In 2023, the Asian Development Bank (ADB) approved an additional €66.1 million (equivalent to $72.3 million) loan to support the Government of Armenia in constructing earthquake-resilient schools and enhancing its seismic disaster risk management capacity.

Last year, in collaboration with the Ministry of Justice, ADB facilitated the launch of the inaugural “International Arbitration Forum” in Armenia. In 2023, in observance of International Women's Day, ADB and the Government of Armenia co-organized a “Disaster Risk Management” conference titled “For All and by All,” which provided a platform for participants to exchange gender integration experiences and discuss plans.

Throughout the year, ADB and the Government of Armenia held numerous high-level visits and meetings involving delegations led by the RA President, Prime Minister, Deputy Prime Ministers, Minister of Finance/ADB Governor, and other partner Ministers. These engagements aimed to strengthen cooperation, evaluate program effectiveness, and support ongoing reforms in Armenia. A notable visit was made by ADB President Masatsugu Asakawa to Armenia, reaffirming the bank's commitment to Armenia's development agenda.

As a knowledge-oriented institution, ADB conducted various courses, workshops, and training sessions for key government agencies, including the Ministries of Finance, Education and Science, Health, Justice, Territorial Administration and Infrastructure, Economy, Yerevan Municipality, and Cadaster Committee. These capacity-building programs covered various topics, such as climate change, disaster risk management, road safety, seismic safety standards, health and safety, and an evaluation round-table discussion on information and communication technologies.

Through collaboration with the Armenian Government, ADB remains actively engaged in advancing the country’s development priorities.
