Aliyev Criticizes France’s Role in Armenia-Azerbaijan Peace Process

On October 14, Azerbaijani President Ilham Aliyev met with Belgium’s newly appointed Ambassador Extraordinary and Plenipotentiary, Julien de Fraipont, to discuss bilateral relations. During the meeting, Aliyev emphasized the potential for further developing relations between Azerbaijan and Belgium and stressed the importance of regular meetings between the foreign ministers of both countries. He also highlighted Azerbaijan's efforts to act as a bridge between different regions and its commitment to green energy, noting that the share of renewables in Azerbaijan's energy sector would significantly increase in the coming years. Aliyev invited Belgian companies to collaborate on these projects.

In discussing the Armenia-Azerbaijan peace process, President Aliyev expressed disappointment that Armenia chose not to continue the "Brussels process," which had been facilitated by European Council President Charles Michel. He criticized Armenia's proposal to sign only the agreed-upon provisions of the peace treaty and leave unresolved issues for later, calling the approach unrealistic. Aliyev reiterated that Azerbaijan’s position is that all provisions of the peace treaty must be addressed together.

Furthermore, Aliyev expressed concerns about the EU's neutrality in the Armenia-Azerbaijan peace process. He pointed out that, during the years of occupation, the EU had deferred to the OSCE Minsk Group. He also criticized certain figures in Brussels, accusing them of siding with one party—particularly under France’s influence—and described France's involvement in the normalization process as destructive. Aliyev also condemned the extension of the European Observation Mission on Azerbaijan’s border without prior consultation with Baku, calling some mission members’ activities “binocular diplomacy.” He stressed that Azerbaijan would continue to raise these concerns in its communications with the EU.

The Belgian ambassador, Julien de Fraipont, thanked Aliyev for his insights and reaffirmed Belgium’s commitment to developing relations with Azerbaijan. He emphasized the potential for expanded cooperation in energy, transportation, green energy, and trade, expressing hope that cooperation with the EU would continue independently of the Armenia-Azerbaijan track.
