Armen Grigoryan Highlights Armenia-Azerbaijan Dialogue, People-To-People Exchanges, Trade Routes, And Regional Security

On November 3, Armen Grigoryan, the Secretary of the Security Council of Armenia, delivered a speech at the "Crossroads of Peace" conference organized by Rasmussen Global in Brussels. During his address, Grigoryan described the "Crossroads of Peace" initiative as a comprehensive vision that goes beyond infrastructure, representing "interconnectedness, interdependence, and cooperation in the region and beyond". He recalled that on August 8, 2025, a joint declaration was signed by the Prime Minister of Armenia, the President of Azerbaijan, and the President of the United States, which, as he stated, "laid the foundation for peace and prosperity in the South Caucasus, marking decisive progress towards unblocking the region". Grigoryan emphasized that since the declaration, Armenia and Azerbaijan had made "concerted efforts to consolidate the progress achieved and deepen dialogue".

The Security Council Secretary highlighted the significance of recent people-to-people engagements, noting that an Azerbaijani civil society delegation had visited Armenia for the first time on October 21–22 to participate in a roundtable discussion, and that a reciprocal visit by Armenian representatives to Azerbaijan was expected soon. According to Grigoryan, such exchanges "will contribute to strengthening trust between the societies of the two countries and, at the same time, strengthen peace between Armenia and Azerbaijan". Referring to research conducted by the Armenian Amberd Research Institute, Grigoryan explained that the study demonstrated how the new trade route between Europe and China, passing through Armenia, could be shortened by 5–10% compared to current routes. He reaffirmed Armenia’s commitment to the initiative, stating, "Armenia is ready to continue this route with full commitment and transparency". Concluding his speech, Grigoryan underlined that the "Crossroads of Peace" project was not only a transportation initiative but "a political statement that dialogue is valid, cooperation is possible, and regional security can be built on the foundation of shared prosperity".
