Armenia's Deputy PM Reports Improvement in Negotiations with Azerbaijan

On June 21, Deputy Prime Minister of Armenia Mher Grigoryan stated that within the framework of the trilateral working group led by the vice-premiers of Russia, Armenia, and Azerbaijan, an understanding was reached on two issues. 

According to him, firstly, there is a general opinion that the Yeraskh-Meghri-Horadiz railway can become the first project within the framework of unblocking transport communications in the South Caucasus. "I think this is important because, in this case, it is clear which route we are talking about. All parties share the opinion that at this stage, this may be the first possible agreement and a good solution for all countries in the region," the Deputy Head of the Armenian Government noted.

Secondly, he continued, there is a mutual understanding that control over the transportation of goods should be carried out based on the sovereignty of the countries they follow.

Grigoryan commented on whether Baku agrees with this approach: "I think so because we have repeatedly stated that we simply will not discuss such an issue in another format. If, nevertheless, there are meetings and discussions, then this approach is shared by other parties of the process - at least within the trilateral format. To a clarifying question of whether the Border Guard Service of the Federal Security Service of Russia will control the railway, which is provided for by paragraph 9 of the tripartite statement of the leaders of Russia, Armenia, and Azerbaijan dated November 9, 2020, Grigoryan repeated that control over cargo will be carried out based on the sovereignty of countries, and about the functions of the Russian Federal Security Service and their implementation should undergo additional discussions."

The Deputy Prime Minister of Armenia further indicated that an agreement was reached with his Azerbaijani counterpart Shahin Mustafayev to hold a meeting shortly within the framework of the working group on border delimitation and to defuse the tension that had arisen on the line of contact.
