Azerbaijan and Armenia Hold Meetings with EU and Russian Officials on Karabakh

Meeting between Jeyhun Bayramov and Igor Khovaev

On September 7, Jeyhun Bayramov, the Minister of Foreign Affairs of Azerbaijan, received Igor Khovaev, the special representative of the Minister of Foreign Affairs of the Russian Federation for the normalization of Azerbaijan-Armenia relations, the Press Office of the Azerbaijani Foreign Ministry reported.

"Minister Jeyhun Bayramov pointed out that the statement, rhetoric, and provocations of the Armenian side, which harm the peace agenda, against our country's territorial integrity and sovereignty, harm the efforts and initiatives aimed at establishing lasting peace in the region. Despite our [Azerbaijan's] country's commitment to the normalization process between Azerbaijan and Armenia, it was emphasized that Armenia's interference in the internal affairs of our country is unacceptable," the report added.

"Against the background of Armenia's unfounded claims about the 'tense humanitarian situation' and 'blockade' in the region, it was said that the rejection of the proposal to intensify the use of the Lachin road in parallel with the opening of the 'Aghdam-Khankendi' [Stepanakert in Armenian] road shows that the situation is not at all humanitarian, but rather political in nature," the information noted.

"In particular, the importance of condemning such steps by the international community in the context of increasing political and military provocations by Armenia against our country was emphasized," it stated.

Telephone Conversation between Jeyhun Bayramov and the US Secretary of State for European and Eurasian Affairs

On the same day, a telephone conversation was held between Jeyhun Bayramov and Yuri Kim, acting as the US Secretary of State for European and Eurasian Affairs.

During the telephone conversation, the agenda of bilateral and multilateral cooperation between the two countries, the region's current situation, and the normalization process between Azerbaijan and Armenia were discussed.

"Minister Jeyhun Bayramov informed the other party in detail about the current situation in the region and pointed out that the propaganda of this country, aimed at misleading the international community, does not reflect the realities against the background of the increase in military-political provocations and manipulations of Armenia against Azerbaijan," the report added.

"It was stated that the last-minute violation by Armenia and the so-called regime created by Azerbaijan of the agreements reached by Azerbaijan on the use of the Aghdam-Khankendi road to transport goods to Armenian residents, and in parallel, the intensification of the use of the Lachin road, shows that the situation that has arisen is not humanitarian, but political manipulation," it said.

Conversation between foreign ministers of Azerbaijan and Germany

On September 8, the Minister of Foreign Affairs of Azerbaijan had a telephone conversation with Annalena Baerbock, the Minister of Foreign Affairs of Germany.

During the telephone conversation, the current situation in the region, as well as the process of normalization between Azerbaijan and Armenia, were discussed.

"Minister Jeyhun Bayramov informed the other party in detail about the current situation in the region and pointed out that the claims of 'tense humanitarian situation' and 'blockade' spread by Armenia are groundless and are part of Armenia's political manipulation," it noted.

"It was emphasized that the rejection by Armenia and the created so-called regime of the proposals to organize the synchronized use of the Aghdam-Khankendi road and the Lachin road for the transportation of goods by Azerbaijan through the International Committee of the Red Cross proves that the claims about the humanitarian situation are false," the report added.

"In the post-conflict period, it was noted that provocative actions of Armenia, including statements supporting the so-called regime established in the territories of Azerbaijan, and the non-withdrawal of its armed forces from the territories of Azerbaijan, which hinder efforts to establish peace and security in the region, are a source of threat," the ministry emphasized.

Telephone conversation between Ararat Mirzoyan and the US Assistant Secretary of State for European and Eurasian Affairs

On September 7, Ararat Mirzoyan, the Minister of Foreign Affairs of Armenia, had a telephone conversation with Yuri Kim, the Press Office of the Armenian Foreign Ministry reported.

Regional security issues and the situation in Nagorno-Karabakh were discussed. "Foreign Minister Ararat Mirzoyan reiterated the need to lift Azerbaijan's illegal blockade of the Lachin corridor in accordance with the Statement of November 9, 2020, and two Orders of the International Court of Justice. The importance of ensuring unimpeded access and humanitarian activities of the International Committee of the Red Cross to Nagorno-Karabakh was emphasized," the report added.

"Minister Mirzoyan thoroughly touched upon the destructive behavior carried out by Azerbaijan during this period, the systemic policy of ethnic cleansing in Nagorno-Karabakh, the disrespect towards its own commitments and clear calls of the international community. The need to establish an effective international mechanism for discussing rights and security guarantees between Stepanakert and Baku was emphasized," the information noted.
