On December 12, a meeting of the foreign ministers of the Eastern Partnership countries, excluding the European Union and Belarus, took place in Brussels. Azerbaijani Foreign Minister Jeyhun Bayramov made a business trip to Belgium to attend the meeting, the Press Office of the Azerbaijani Foreign Ministry reported.

According to the Ministry, discussions were held on the current situation and future directions of the Eastern Partnership, regional security, and the prospects of relations with the European Union. In his speech, Minister Jeyhun Bayramov discussed the possibility of establishing energy and transport relations and developing trade cooperation between Azerbaijan and the European Union. "Azerbaijan continues to see the Eastern Partnership as an important auxiliary mechanism for the development of bilateral relations between the European Union (EU) and Azerbaijan, based on mutual respect, equal partnership, common interests, and benefits," he added. "Bayramov also touched on the issues of normalization of relations between Armenia and Azerbaijan and regional security, accusing the Armenian side of not fulfilling its obligations," the information stated. "Azerbaijan intends to reintegrate citizens of Armenian origin living in the territories freed from the occupation in the post-conflict period into our society by guaranteeing that they have the same rights and freedoms as all Azerbaijani citizens," he added.

According to the Armenian Foreign Ministry, in his speech, Paruyr Hovhannisyan, the Deputy Minister of Foreign Affairs of Armenia, accused the Azerbaijani side of pursuing an aggressive policy and occupying the sovereign territories of Armenia. "Azerbaijan is trying to force Armenia to make concessions with war-inciting rhetoric and the threat of force," he stated.

At the press conference after the meeting, Josep Borrell, the head of the European Union's Foreign Affairs Office, noted that the monitoring mission sent by the European Union to Armenia in October had completed its work. "Nevertheless, to maintain our credibility as a mediator of the dialogue between Armenia and Azerbaijan, if an agreement is reached, a team will be sent to Armenia to plan the launch of a possible civilian mission next year," he stated. Borrell wrote about the meeting also on his Twitter account: "We must strengthen the work in the field of security and defense and continue our activities for a safe, stable, and prosperous South Caucasus."
