Azerbaijan-Finland Talks Highlight Washington Agreements, OSCE Cooperation, And Post-Conflict Stability
On October 15, Ilham Aliyev, the President of the Republic of Azerbaijan, received a delegation led by Elina Valtonen, the OSCE Chairperson-in-Office and Minister for Foreign Affairs of the Republic of Finland. During the meeting, Elina Valtonen conveyed greetings from Alexander Stubb, the President of Finland, to President Aliyev, who thanked her and asked that his own greetings be passed to Stubb. The discussion reflected on previous meetings between the Presidents of Azerbaijan and Finland, as well as Finland’s high-level participation in the COP29 event held in Baku.
Valtonen congratulated President Aliyev on the progress made between Azerbaijan and Armenia in Washington, underlining its importance for restoring peace and stability in the OSCE area and promoting regional cooperation. She also announced that, at the request of both Azerbaijan and Armenia, the OSCE Minsk Process and its related structures would be terminated by December 1, 2025. President Aliyev emphasized that the agreements reached in Washington, in the presence of U.S. President Donald Trump, had created favorable conditions for advancing the peace agenda. He highlighted the importance of the TRIPP project, for which Armenia assumed responsibility in Washington, noting its benefits for regional cooperation and its positive impact on the wider region. During the meeting, the sides also discussed Azerbaijan’s cooperation with the OSCE and explored prospects for strengthening bilateral relations with Finland.
On the same day, Jeyhun Bayramov, Azerbaijan’s Minister of Foreign Affairs, met separately with Elina Valtonen, where they discussed priority areas during Finland’s OSCE Chairmanship, challenges facing the organization, regional developments in the post-conflict period, and the peace process between Baku and Yerevan. Both ministers stressed the importance of increasing mutual visits and maintaining dialogue to expand bilateral relations. Elina Valtonen reiterated that, at the request of Azerbaijan and Armenia, the activities of the OSCE Minsk Process and its related structures would be concluded by December 1, 2025, and reaffirmed the significance of the Washington agreements for restoring peace, stability, and regional cooperation across the OSCE area.
