Azerbaijan Responds to Mirzoyan's Recent Remarks on Relations Between Countries

On November 29, the Azerbaijani Foreign Ministry responded to recent remarks by Ararat Mirzoyan on Armenia-Azerbaijan relations.

"The fact that Armenia put forward a condition for participation in the next meeting between the leaders of Azerbaijan and Armenia and confirmed in the mentioned interview that such a meeting can be held only with the participation of the French President shows that the Armenian side is not faithful to its commitments and that the next meeting between the leaders will be held not in Prague but in Prague. He forgot that on August 31, a tripartite meeting with the same format was agreed upon between the leaders in Brussels. Despite the agreement reached at the meeting in Brussels, the Azerbaijani side agreed to the meeting in Prague in good faith, as well as to the participation of the French president and the President of the Council of the European Union, Charles Michel. Unlike Armenia, the Azerbaijani side has not given up on the negotiations between the leaders and is committed to continuing the negotiations in accordance with the agreement reached in Brussels," the report stated.

"Regarding the agreement based on the delimitation process, let us note that contrary to the claim of the Minister of Foreign Affairs of Armenia, in the statements of both the Prague and Sochi meetings, the delimitation is planned to be carried out based on the mutual recognition of territorial integrity and sovereignty, as stated in the UN Charter and the Alma-Ata Declaration. In general, reference to the UN Charter and the Alma-Ata Declaration was made in the context of the mentioned principles, and it is well known to the Armenian side that there are no provisions in these meetings based on which map the delimitation will be carried out. The delimitation process should be carried out based on the analysis of all legally significant documents," it added.

"In response to the question about the preparation of the peace agreement, the Minister of Armenia admitted manipulation, like all other issues. It would be good if, instead of creating confusion among the international community, the Minister of Armenia should clarify who the first proposal for the preparation of the peace treaty came from, who first gave the basic principles, who presented the first draft of the elements of the peace treaty at the Geneva meeting, as well as the cooperation between Azerbaijan and Armenia. This would clarify the issue of the period during which Armenia gave its opinion, and thus a more complete picture would emerge," the Ministry stated.

"The Minister of Foreign Affairs of Armenia once again allows manipulations in the issue of the withdrawal of the Armenian armed forces from the territory of Azerbaijan. In this matter, we recommend that the Minister of Foreign Affairs harmonize his position with the Secretary of the Security Council of Armenia, Armen Grigoryan, and other officials. As stated by Armen Grigoryan, the withdrawal of Armenian forces from the territory of Azerbaijan was planned in September of this year, but this has not yet happened. As for the obligation to withdraw forces from the territory of Azerbaijan, we remind you once again that according to paragraph 4 of the statement of November 10, 2020, it is intended to withdraw all Armenian armed forces from the territory of Azerbaijan, and manipulations in this matter are inadmissible," it added.

"We remind the Minister of Foreign Affairs of Armenia, who wants to evade his obligations by misinterpreting the provisions of the tripartite statement, that this destructive activity, besides not serving the restoration of peace in the region, is primarily against Armenia," the Azerbaijani side concluded.
