Azerbaijan Worst in Adhering to European Human Rights Court Decisions

According to the Council of Europe report, Azerbaijan tops the list of countries with the poorest implementation of decisions issued by the European Court of Human Rights (ECtHR). The new annual report on the status of ECtHR decision implementation underscores that Azerbaijan has failed to implement 75 percent of the decisions issued against it. Following Azerbaijan are Georgia with 43 percent and Malta with 41 percent.

As of the end of 2023, there are 337 pending decisions concerning Azerbaijan under the supervision of the Committee of Ministers of the Council of Europe. Regarding the number of unfulfilled cases, Azerbaijan ranks fourth among the Council of Europe member states, trailing behind Ukraine, Romania, and Turkey.

Of the 337 pending decisions concerning Azerbaijan, 50 are related to leading cases. These leading cases involve human rights violations and necessitate substantial reforms for decision execution. Among the leading cases concerning Azerbaijan are politically motivated arrests of political activists, human rights defenders, and journalists, as well as violations of freedom of expression, association, and assembly.
