Azerbaijani Deputy Foreign Minister Highlights Key Steps in Finalizing Peace Treaty

On March 14, Elnur Mammadov, the Deputy Foreign Minister of Azerbaijan, announced that after the signing of a peace treaty between Azerbaijan and Armenia, mutual claims filed in international courts would be withdrawn.

Mammadov emphasized that progress was being made on finalizing the peace agreement text, noting that Azerbaijan had filed interstate claims against Armenia in international courts following the Patriotic War. These claims, related to 30 years of occupation, ethnic cleansing, and other international crimes, are currently in various stages at the European Court of Human Rights, the International Court of Justice, and the International Arbitration Court.

Over the past two years, efforts have been focused on reaching a peace treaty to normalize relations between the two countries. According to Foreign Minister Jeyhun Bayramov, 17 articles of the treaty have already been agreed upon by both sides.

Mammadov also stated that Azerbaijan expects Armenia to amend its constitution in the next stage to eliminate territorial claims against Azerbaijan. Both countries would also apply together to dissolve the OSCE Minsk Group, which had previously been engaged in conflict resolution.

He further expressed concerns about the EU mission in Armenia, arguing that it operates under the guise of a civilian mission but is actually engaged in intelligence activities, posing serious risks for regional stability.

While the peace agreement text has been agreed upon, Mammadov stressed that critical conditions for peaceful coexistence remained, including the cessation of Armenia's militarization and the non-interference of third countries in the region. He reiterated that while Armenia had accepted the condition of not deploying third-party forces along the border, ensuring full compliance was crucial for lasting peace.

When asked about the likely date and location of the signing of the peace treaty, Mammadov stated that it was too early to make any announcements.
