Azerbaijani Parliament Discusses Law "On Space Activities" After Meetings with SpaceX

On May 11, the discussion of the draft law "On Space Activities" began in the committees of the Azerbaijani Parliament. The draft law was submitted to the Azerbaijani Parliament by the legislative initiative of President Ilham Aliyev.

The discussion of the document with the parliament coincides with the high-level meetings held by Gwen Shotwell, the president and chief operating officer of the US company "SpaceX," in Azerbaijan. According to the document, individuals, legal entities, and Azerbaijan state bodies will carry out space activities through the space operator. It is allowed to involve a foreign space operator in the implementation of space activities based on the contract concluded with the space operator. Subjects of space activities have the right to lease, rent, and use free of charge the space facilities and space industry facilities of international organizations, foreign states, and other foreign persons for the purposes of this law. The draft law states that space activity in Azerbaijan can be carried out based on five principles: use of outer space for peace, protection of national interests, efficient use of space resources, state control of national activity, the safety of space activity and space industry, disposal of space waste to the environment reducing the impact.

During the discussion of the project held on May 11 at the meeting of the Economic Policy, Industry, and Entrepreneurship Committee of the Azerbaijani Parliament, Samaddin Asadov, the Chairman of the Board of the Space Agency ("Azercosmos") under the Ministry of Digital Development and Transport, said that for the continuous development of Azerbaijan in the field of space activities, satellites will be installed in the country in the coming years. It is planned to form infrastructure such as production and testing. "Because Azerbaijani specialists have been engaged in the management of satellites for more than ten years. In order to fully use this potential, we are planning to create a new satellite production center and shape the space ecosystem in our country. Here, the joint action of both the state and the private sector, as well as the fields of education and training, is intended", Asadov added.

The head of "Azerkosmos" added that a document reflecting Azerbaijan's space vision and strategic directions until 2030 has been prepared. Speaking about the revenues of "Azerkosmos," he said that 90 percent of the Space Agency's revenues came from foreign markets. "From 2013 until now, Azerkosmos has earned 515 million manats. 90% of it was obtained from foreign markets," Asadov said. According to him, Azerbaijan has 182 customers in 42 countries. "Most of them are in the countries of Africa, Central Asia, and Eastern Europe. 80% percent of our satellite capacities are served. This percentage is variable. Sometimes it rises to 90 percent. But the disposal percentage in the general industry is close to 80 percent."
