Bastrykin instructed to check latest data on murder of deputy in Karachay-Cherkessia
The head of the Investigative Committee of Russia, Alexander Bastrykin, instructed his subordinates to check the new data published on the Internet about people possibly involved in the 2009 murder of the deputy of the People's Assembly of Karachay-Cherkessia, Islam Krymshamkhalov, and to prepare a report on the progress of the investigation.
"The publication of one of the messages analyses the arguments and versions regarding the crime committed. It also cites the concerns of the victim's relatives regarding the progress of the investigation. In this regard, A. I. Bastrykin pointed out to the investigators who are in charge of this criminal case of the need for a thorough study of the voiced information, and requested up-to-date data on the preliminary investigation and operational-search activities in the criminal case," a message from the Investigative Committee stated.
We are talking about the publication in the telegram channel "VChK-OGPU," which, in turn, refers to a video message made in December last year by Magomed Krymshakhalov, the brother of the murdered deputy. According to the telegram channel, the relatives name the current director of the Big Stavropol Canal Eldar Salpagarov and Dakhir Elkanov and the former head of the Karachaevsky district Dakhir Elkanov, who left Russia, as the organisers of the murder. The direct perpetrators, the publication notes, also left Russia, and close relatives of the organisers and performers to this day occupy high positions in Karachay-Cherkessia.
Islam Krymshamkhalov was killed on January 13, 2009. He was shot from an approaching car. This happened a day before the end of the registration of candidates for the elections to the local parliament, which were to be held on March 1 and in which Krymshamkhalov and his supporters were predicted to win.
Krymshamkhalov's political rival in these elections was the Arashukov family. Two weeks later, Senator Rauf Arashukov was detained at a meeting of the Federation Council; on the same day, his father Raul Arashukov was also detained. The Arashukovs' case is currently being considered by a jury in Moscow; they were not charged with involvement in Krymshamkhalov’s murder.
In addition, Krymshamkhalov’s murder took place on the eve of his appointment to the post of head of the Presidential Administration of the KChR. After the assassination, Eldar Salpagarov was appointed to this place.
The VChK-OGPU Telegram channel is associated with London-based businessman German Gorbuntsov, who appears in a number of high-profile criminal cases. In particular, the investigation checked, but did not find confirmation, the version of his involvement in the attempt in 2009 on another businessman, Alexander Antonov; later, one of the perpetrators of this assassination attempt was convicted of murdering State Duma deputy Ruslan Yamadayev.
